About this file
This is an amendment to an advertised contract for professional engineering design services issued by the Paulding County Board of Commissioners in Georgia. The project involves designing intersection improvements at Winn Road (CR 268) and South Paulding High School driveway in unincorporated Paulding County. The scope of work includes qualifications-based engineering design services with the goal of achieving at least a Level of Service "C" twenty years from the base year, with initial evaluation favoring installation of a single-lane roundabout. Subsurface utility engineering, soil survey studies, and erosion, sedimentation, and pollution control planning are also required. Sealed proposals must be submitted by 10:00 AM EST on Friday, February 13, 2026 to the Paulding County Department of Finance, 240 Constitution Boulevard, Dallas, GA 30132. A non-mandatory pre-bid meeting was held on January 26, 2026 at 10:00 AM via Zoom. The question deadline is February 3, 2026 at 12:00 PM, with interviews potentially scheduled for March 2, 2026, and tentative Board of Commissioners approval on March 24, 2026.
Proposals must include two separate submittals: a technical proposal comprising one unbound original, five bound copies, and an electronic version in a sealed envelope, and a cost proposal in a separate sealed envelope. The Georgia Security and Immigration Compliance Act Affidavit must accompany all bid packages. Evaluation criteria include firms' ethical and professional standing, experience with roundabout design, ability to meet schedules and budgets, personnel qualifications, firm stability, knowledge of planning processes and design criteria, and financial soundness. The highest-ranking firm's sealed cost proposal will be opened following selection, and the final scope of work will be negotiated. Paulding County reserves the right to reject any and all proposals, waive informalities and technicalities, and award contracts in accordance with Georgia law. Interested parties may request the full RFP at no charge by emailing purchase@paulding.gov or calling 770-443-7512.
