This procurement seeks consulting firms to provide comprehensive design services for highway infrastructure enhancements, including widening connector ramps, adding lanes, upgrading existing ramps, and replacing the Austin Road Overcrossing. Proposers must submit a Statement of Qualifications (SOQ) demonstrating project understanding, expertise, and team capabilities by May 9, 2025, at 4:00 pm. The evaluation will assess proposers across multiple criteria, including approach and understanding (20 points), project team qualifications and experience (30 points), relevant project experience (20 points), and quality assurance/control (10 points). The top three proposers will be invited to submit detailed scope of work, cost proposals, and project schedules. A virtual pre-proposal conference is scheduled for April 24, 2025, at 10:00 am, with the project aiming to complete 100% design by December 2029 and target construction contract award for March 2030.
The contract is federally funded, requiring compliance with state and federal design and construction regulations, including Disadvantaged Business Enterprise (DBE) guidelines. A DBE participation goal of 18.00% has been established, with consultants required to demonstrate good faith efforts to meet or exceed this target. The solicitation emphasizes non-discrimination policies, prohibiting discrimination based on race, color, national origin, religion, age, disability, or sex. The estimated final design cost is $5,400,000, with the contract to be awarded on a Cost Plus Fixed Fee basis. Proposers must provide detailed documentation of DBE participation, including certification numbers, contact information, and specific work descriptions. The project will involve complex coordination with Union Pacific Railroad (UPRR), Caltrans, and local jurisdictions, addressing challenges such as railroad right-of-way restrictions and safety concerns. The comprehensive evaluation process is designed to select a consultant with the technical expertise and project management capabilities to successfully deliver the State Route 99/120 Interchange Improvements Phase 1B Modifications project.
