About this file

This document is an Evaluation Criteria Attachment from the San Joaquin Council of Governments (SJCOG), City of Manteca, and Caltrans for professional design services related to the State Route 99/120 Interchange Improvements Phase 1B Modifications project. The document outlines a comprehensive evaluation process for consulting firms, with a maximum of 180 points available across multiple criteria including Approach and Understanding (20 points), Project Team Qualifications and Experience (30 points), Relevant Project Experience (20 points), and Quality Assurance/Control (10 points). For the top 3 proposers, additional evaluation will occur for Detailed Scope of Work, Adherence to Original Schedule, Risk Mitigation, and potentially a Presentation and Interview.

The evaluation criteria emphasize the proposers' understanding of public sector procurement, technical expertise, project management capabilities, and ability to meet Caltrans and stakeholder requirements. The solicitation is federally funded, requiring compliance with state and federal design and construction regulations. Proposers will be assessed on their project team's qualifications, relevant experience, quality assurance measures, and ability to deliver the project within specified timeframes. The selection process is designed to ensure a comprehensive review of each firm's capabilities, with a focus on experience in similar public sector infrastructure projects and the potential to successfully complete the State Route 99/120 Interchange Improvements Phase 1B Modifications project.
