2. Background

Caltrans District 10, with the cooperation of the City of Manteca and SJCOG, proposes to reconstruct the existing State Route (SR) 99/120 Interchange. With many traffic accidents and deaths caused from congestion of the SR120 to SR99 interchange each year, increasing the capacity of the interchange has become a top priority for SJCOG. The project study report (PSR) and interchange geometrics (GAD) documents are included in the Project Report (PR) approved on September 30, 2019. A Supplemental PR was also prepared and approved on May 20, 2021 - see Section IV for access to documents.

There will be three phases of construction in the SR 99 and SR160 interchange, titled Phase 1A, 1B and

1C. The design of Phase 1A has been completed with construction started in August 2024 with an estimated duration of two years. Phase 1B was advertised through a competitive process and was awarded to Mark Thomas in December of 2022 with 100% local funds. Mark Thomas is currently at 50% of design for the original scope of Phase 1B. However, necessary modifications due to external factors have resulted in a design scope change. During the latter half of 2024, two critical developments necessitated amendments to the design scope:There will be three phases of construction in the SR 99 and SR160 interchange, titled Phase 1A, 1B and 1C. Title: Professional Design Services on State Route 99/120 Interchange Improvements Phase 1B Modifications necessary modifications due to external factors have resulted in a design scope change. During the latter half of 2024, two critical developments necessitated amendments to the design scope:

1. Union Pacific Railroad (UPRR) Policy Change – Moffat Bridges

During the design phase of the Moffat Bridges project, UPRR implemented a new policy prohibiting the construction of bridge columns or footings within its Right-of-Way (ROW). This policy change is driven by

UPRR’s intention to preserve future rail expansion opportunities.

Initially, the Phase 1B project envisioned a bridge structure with columns within the UPRR ROW.

However, this became unfeasible under the updated requirements. To address this challenge, SJCOG’s design consultant, Mark Thomas, collaborated with UPRR and Caltrans to develop an alternative solution. The revised design involves constructing a two-lane “clear span” bridge within the SR 120 median to accommodate the northbound SR 99 to westbound SR 120 connector, while the existing bridge will continue to serve the southbound SR 99 to westbound SR 120 connector.

This approach has received concurrence from Caltrans. Attachment F summarizes the UPRR field diagnostic meeting minutes.

2. Safety Concerns Related to Permanent Emergency Responder Access – Northbound

SR 99 Ramp at Austin Road

Public feedback has raised safety concerns regarding the planned removal of the northbound SR 99 ramp at Austin Road under Phase 1A (scheduled for summer 2025). Stakeholders have inquired about the timeline for its reconstruction planned, as part of Phase 1C, is not yet under design. To address these concerns and capitalize on the time afforded by the delay in designing the UPRR clear span Moffat bridge, SJCOG staff is expanding Phase 1B to include the design and construction of the Austin Road ramp. This modification accelerates its timeline but also impacts project costs and schedules significantly. The improvements moved from Phase 1C to Phase 1B modifications are identified in

Attachment G. The modifications to the change in the original design is identified as Phase 1-B2

Northbound SR99 Ramps in Attachment G.

While the original work was funded locally, the additional work is funded federally, requiring the scope of the modifications and completion of the design to be readvertised to meet federal procurement requirements for professional Engineering consulting services.

SJCOG desires to award the design of the Phase 1B modifications in August 2025. Phase 1C is yet to be determined. Caltrans will perform all utility coordination including preparing notices to owners and compliance with positive location of high priority utilities. The Consultant may be asked to aid in preparing ROW diagrams and utility coordination as identified as additional services. There are no environmentally sensitive areas (ESA’s) under Phase 1B modifications. No special mitigations are required except for Bird / Bat exclusion devices for structure modifications and potential restrictions from removing trees during the bird nesting season. The mitigation measures are outlined in the approved MND that is an attachment to the PR. There is right of way acquisition for Phase 1B modifications involving 14 parcels, see Attachment H. All studies, reports, plans, specifications, and estimates are prepared to Caltrans Standards, though the selected consultant must remain involved in the status of the work.

Title: Professional Design Services on State Route 99/120 Interchange Improvements Phase 1B Modifications

The SR99/120 Phase 1B project has already undergone significant design progress, with 50% of the original design completed. Due to unforeseen scope changes, including a Union Pacific Railroad (UPRR) policy shift and the additional design modifications for the Austin Road onramp, further design services are now required. Any selected consultant must demonstrate a clear strategy for (1) integrating prior work as well as ongoing communications, as needed, with existing designer on work underway; (2) aligning with existing designs to avoid project delays while streamlining processes and communications for cost-effective expenditure of funds; (3) ensuring consistency in regulatory approvals; and (4) eliminating redundancies in effort with the existing design engineer related to public outreach and meetings with agency stakeholders. (i.e. Caltrans, City of Ripon, City of Manteca). Given the substantial progress made and the urgent need to meet federal funding deadlines, seamless design continuity is paramount to the success of the project.

Approximately 50% of the original design has been completed with key design features for the original

Phase 1B of the SR99 and SR120 interchange listed below:

• Relocate and widen the NB SR 99 to WB SR 120 connector ramp from one-lane to a two-lanes.

• Convert the existing SR 99/120 separation structure to a two-lane connector ramp to serve NB

SR 99 to WB SR 120 only by removing the existing concrete barrier and refinishing the bridge deck.

• Add one lane in the median of WB SR 120 from Main Street to SR 99 and widen westbound bridges over Moffat Blvd and Van Ryn Avenue.

• Design a new separated over crossing of the SR 99 structure for EB SR 120 to NB SR 99 and redesign the looping connector ramp to NB SR99,

• Design approximately 4200' of noise barrier on the EB SR 120 edge of shoulder crossing over

VanRyn Road and undercrossing Moffat Blvd based on sound study.

• Widen SR 99 outside auxiliary NB and SB lanes.

The UPRR clear span Moffat bridge is approximately 30% completed and the design on the Austin on-ramp restoration is 15% completed.

Project milestones for the Design of the SR99/120 Interchange improvements Phase 1B modifications are as follows:

100% PSE Completion – Ready to List: December 2029

Award Construction Contract: March 2030

PS&E Final Design Cost Estimate: $5,400,000
