About this file
The document is an Asbestos and Lead Survey Report prepared by Blackburn Consulting for the State Route 99/120 Interchange Phase 1B Project in Manteca, California. The report documents a limited asbestos survey conducted by Entek Consulting Group on two westbound SR120 bridge structures located over Van Ryn Avenue and Moffat Boulevard. The survey was performed on October 16, 2023, with the primary objective of inspecting bridge components for potential asbestos-containing materials (ACM) prior to planned widening and modification work. Due to safety concerns with oncoming traffic, the inspection was limited to accessible areas of the bridges.
The survey results indicate that none of the sampled concrete materials from the bridge structures (including parapets, abutments, side rail slabs, and decks) contained asbestos above the reporting limit. Consequently, the contractor is not required to file a pre-demolition notification with the San Joaquin Valley Air Pollution Control District. However, the report recommends additional sampling of traffic striping and other coatings during a future road closure, as these areas could not be safely accessed during the initial survey. The report also notes that yellow traffic stripes may contain heavy metals like lead and chromium, potentially exceeding hazardous waste thresholds, and recommends a project-specific Lead Compliance Plan for any work impacting these materials.

1 INTRODUCTION
Blackburn prepared this Asbestos and Lead Survey report for the State Route 99/120 Interchange Phase 1B Project (Project) located in Manteca, California.
This report presents the findings of the Limited Asbestos Survey (Survey) performed at the existing Moffat Boulevard Overhead Left structure and Van Ryne Overhead Left (aka Spreckles Road Undercrossing) structure. Blackburn contracted Entek Consulting (Entek) to conduct the Survey. Entek is a California Occupational Safety Health Administration (Cal/OSHA) Certified Asbestos Consultant (CAC) and State of California Department of Public Health (CDPH) Certified Lead Inspector (CLI). The Survey evaluated the presence of asbestos containing material (ACM) and lead in the bridge structures. Figure 1 is the Vicinity Map and Figure 2 is the Site Plan.
2 ASBESTOS AND LEAD SURVEY
The EPA, National Emission Standards for Hazardous Air Pollutants (NESHAP), 40 DVR Part 61 – Nov. 20, 1990, requires an owner or operator of a demolition or renovation project to “thoroughly inspect the affected facility or part of the facility where the demolition or renovation operation will occur for the presence of ACM prior to the commencement of that project”. Structures proposed for demolition or modification must be surveyed by a properly certified inspector for ACM. In addition, Cal/OSHA regulates all construction activities involving materials containing lead. These regulations are found in CCR, Title 8 (§1532.1) Lead in Construction, and require an inspection by a properly certified inspector for Lead prior to construction activities. Blackburn therefore contracted with Entek to complete the survey.
Asbestos Containing Material
Blackburn reviewed the Limited Asbestos Survey report prepared by Entek (November 15, 2023). We attach Entek’s report as Appendix A. Blackburn summarizes Entek’s results below. Refer to Entek’s report for additional regulatory requirements and a full description of their observations, conclusions and recommendations, and limitations.
Test results indicate that asbestos was not detected above the reporting limit in the materials sampled from the Moffat Boulevard Overhead Left and Van Ryne Overhead Left (aka Spreckles Road Undercrossing) structures. The contractor is not required to file a pre‐demolition notification with the San Joaquin Valley Air Pollution Control District (SJVAPCD).
Lead Coatings
Entek was scheduled to collect samples for the presence of lead from traffic striping or other coatings at the bridges. However, safety issues due to oncoming traffic prevented sample collection. We recommend sampling and testing of the traffic striping when safe to do so during a future road closure.
Moffat Boulevard Overhead (Left) Widen Bent Foundation Excavations January 9, 2024
Please notify us when the Project team plans a road closure, and we will schedule Entek to return to the site.
Yellow traffic stripes are known to contain heavy metals, such as lead and chromium, at concentrations exceeding the hazardous waste thresholds established by the California Code of Regulations and may produce toxic fumes when heated. Any disturbance of lead‐containing paint (LCP) and LCP materials is considered “lead related construction work.” Any contractor performing work which will impact the Yellow Traffic Striping must utilize properly trained personnel and comply with all Cal/OSHA regulations and requirements including a project specific Lead Compliance Plan.
In addition, Caltrans Standard Special Provision (SSP) 2018:14‐11.12, 84‐9.03B, Remove Traffic Stripes and Pavement Markings Containing Lead, requires a project specific Lead Compliance Plan for removal and disposal of traffic stripes where lead concentrations are determined to be non‐hazardous (<1,000 milligrams per kilogram total lead).
3 LIMITATIONS
Blackburn prepared this memo to transmit Entek’s Limited Asbestos Survey report. We did not perform any engineering calculations, interpretation of data, or provide any conclusions or recommendations related to presence of ACM/LCP materials. Blackburn is not a CAC or LCI. Refer to Entek’s report for state and federal regulations addressing ACM/LCP materials during construction.
Blackburn does not warranty our services or Entek’s specifications. Blackburn performed these services in accordance with generally accepted environmental engineering principles and practices currently used in Northern California.
Our scope does not include evaluation of hazardous materials other than those specified herein. This report is not a comprehensive site characterization and shall not be so construed. This report is not intended to fully characterize the site for future development.

Re: Limited Asbestos Survey – 4283.x SR99/120 Interchange Phase 1B Project – Two
Westbound SR120 Bridge Structures over Van Ryn Avenue and Moffat Boulevard in
Dear Ms., Long:
Entek Consulting Group, Inc. (Entek) is pleased to provide the results for the limited asbestos survey of the two westbound SR120 bridge structures over Van Ryn Avenue and Moffat Boulevard in Manteca, California.
It is Entek’s understanding that both bridge structures are planned to be widened, therefore Entek was requested to conduct an asbestos and lead inspection prior to the demolition work beginning.
Entek was requested by you to conduct an asbestos and lead inspection specific to the two bridge structures for regulatory requirements. At the time of the inspection the middle of the highway/bridges was inaccessible due to safety concerns with oncoming traffic. Nick Vasquez with Balckburn Consulting was advised of the limitations and directed Entek to proceed with sampling of the accessible materials.
Therefore, Entek was limited to collecting asbestos samples from the two bridges at the accessible locations at the medium. Entek observed asphalt and coatings located in the middle of the highway/bridges that were excluded in this survey. It is recommended that additional sampling of the coatings be conducted in order to meet Title 8 1532.1. Lead regulations requirements.
This report provides results for the asbestos bulk samples collected on October 16, 2023, by Mr. Jose Hernandez who is a Cal/OSHA Certified Asbestos Consultant (CAC).
Asbestos Bulk Sampling and Results
Entek collected 14 bulk samples from the accessible areas of the two bridges mentioned in this report. The samples were submitted to Asbestech Laboratory located in Rancho Cordova, California and analyzed by Polarized Light Microscopy (PLM) with dispersion staining. Asbestech is accredited by the National Voluntary Accreditation Program (NVLAP) for this analysis. Entek relayed the following asbestos bulk lab results via email to the project team on October 17, 2023.

The surveyed materials were determined to be none detected for asbestos. Specifics pertaining to the materials sampled can be found in Appendix A of this report. All other suspect materials were inaccessible since the highway was still operational and no traffic control was made available to safely inspect the middle of the highway/bridges.
All sample numbers noted in the table above start with ECG-23-6868-
Materials commonly excluded from being suspected for containing asbestos include, but are not limited to:
unwrapped pink and yellow fiberglass insulating materials or products, foam insulation, wood, metal, plastic, or glass. All other types of building materials or coatings on the materials listed above are commonly listed as “suspect” and must be tested prior to impact by a Contractor. Work impacting these untested or newly discovered materials must cease until an investigation can be completed.
US EPA
The bridge structures included in this survey report are located in San Joaquin County. The San Joaquin Valley Air Pollution Control District (SJVAPCD) has been given authority for enforcement of the NESHAP regulations by means of their own rules (Rule 4002).
Since the materials sampled were determined to not contain asbestos, a 10-day notification to the SJVAPCD is not required prior to starting work for asbestos reasons.
Cal/OSHA
Disturbance of any ACM or ACCM could generate airborne asbestos fibers and would be regulated by Cal/OSHA. Cal/OSHA worker health and safety regulations apply during any disturbance of ACM or ACCM by a person while in the employ of another. This is true regardless of friability or quantity disturbed.
Since it has been determined the materials sampled did not contain any asbestos, a licensed asbestos contractor who is registered with Cal/OSHA will not be required for the removal and/or disturbance of the sampled materials. Although the concrete materials sampled did not contain asbestos, additional sampling will be required prior to removing and/or disturbing any other suspect material that might be associated with the two westbound SR120 bridge structures since Entek could not access the middle of the highway/bridges for safety reasons.
Ms. Laura Long ENTEK Blackburn Consulting

Limitations
This asbestos survey is limited to the accessible concrete components found on the two westbound SR120 bridge structures over Van Ryn Avenue and Moffat Boulevard in Manteca, California.
If any other suspect materials not listed as having been sampled in this or previous reports are discovered, which will be impacted during the project, those materials must be assumed to contain asbestos until properly inspected and tested for asbestos content.
Entek’s policy is to retain a full copy of these written documents for three (3) years once the file is closed.
At the end of the three (3) year period the written files will be destroyed without further notice. It is suggested copies of the file(s) are maintained as per your policy.
