About this opportunity

The City of Tucson Department of Transportation and Mobility is soliciting statements of qualifications under RFQ No. 270173 for engineering design services on the 22nd Street Improvement Project between Interstate 10 and Kino Parkway, with a pre-submittal meeting on November 16, 2026, at 10:00 a.m. and written submittals due November 30, 2026, at 2:00 p.m. Arizona time. A Small Business Enterprise (SBE) participation goal applies, to be evaluated during negotiations, and only firms certified by the City under Chapter 28, Article XIII of the Tucson Procurement Code at bid opening can count toward it.

The consultant will prepare a Design Concept Report and a railroad grade separation alternatives analysis for reconstructing 22nd Street as a four-lane median-divided Complete Street with bicycle lanes, pedestrian facilities, drainage improvements, and a grade separation at the Union Pacific Railroad Nogales Subdivision. The team must demonstrate structural, civil, hydrologic and hydraulic, environmental, traffic, geotechnical, landscape, and public involvement expertise. The Design Concept Report is due within 12 months of Notice to Proceed, supporting substantial completion by the end of 2031 under RTA Next, which is funded by voter-approved revenues.

The process is two-step. Written evaluation uses firm experience on similar projects (25 points), team experience and qualifications (35 points), firm qualifications (20 points), and resources and methodologies (20 points). Up to three firms advance to presentations and interviews. The City may negotiate with the highest-qualified firm, and fees are negotiated, not stated in the solicitation.

The prime must submit an SBE Participation Plan or an Affidavit of Good Faith Efforts before Notice to Proceed. The earlier-posted SBE provisions attachment instead requires a Subcontractors List and Proposed SBE Plan with bids, covering all SBE subcontractors and first-tier subcontractors at $5,000 or more, for eligible contracts estimated at $100,000 or more. Good faith effort waivers are available.

Required insurance includes Commercial General Liability of $2.0 million per occurrence, Commercial Automobile Liability of $1.0 million combined single limit, Professional Liability of $1.0 million per claim and $2.0 million aggregate, and Workers' Compensation. The awardee must hold a City of Tucson Business License. The attached General Terms for Data Protection and AI require U.S.-based data storage, FedRAMP or StateRAMP Moderate certification or higher, and 72-hour incident notification, and they prohibit using City data to train AI systems without written consent.
