C. SCOPE OF WORK
C.1. Professional Design Services for 22nd St. Improvement Project- Interstate 10 to Kino Parkway
The City is seeking a qualified consultant to prepare a Design Concept Report (DCR) for improvements to the 22nd Street Corridor between Interstate 10 and Kino Parkway.
C.2. Project Location
The project is located in Sections 18 and 19, Township 14 South, Range 14 East, and Sections 13, 14, 23, and 24, Township 14 South, Range 13 East, Gila and Salt River Meridian, within the City of Tucson, Pima County, Arizona.
C.3. Project Description
The City is seeking a qualified consultant to prepare a Design Concept Report (DCR) for improvements to the 22nd Street Corridor between Interstate 10 and Kino Parkway. The City desires to establish an innovative, safety-focused, sustainable, Complete Streets corridor design resulting in improved safety for all modes, traffic operations, and multi-modal facilities along the subject segment of 22nd Street. The DCR shall include an evaluation of grade-separation strategies at the Union Pacific Railroad Nogales Subdivision. Improvements to the eastern intersection at 22nd Street and the South Freeway frontage road and tie-ins with existing improvements east of South Santa Rita Avenue will be included within the scope of planning and design efforts.
The initial contract is limited to delivery of a DCR phase only for the corridor. Following completion of the DCR, the City will assess the project status and reserve the right to extend the contract with the selected consultant for subsequent design of the 22nd Street Improvement Project between Kino Parkway and Interstate 10.
C.4. General Scope of Work
The consultant will prepare a DCR for the 22nd Street Improvement Project in general conformance with the Arizona Department of Transportation (ADOT) Stage Deliverables Checklist and the City of Tucson Engineering Division Active Practice Guideline 03: Design Project Checklist. This phase will include, but not be limited to, development of a traffic report, preliminary survey, drainage analysis, initial geotechnical report and pavement design, itemized cost estimate, typical sections, corridor footprint and alignment, project schedule and proposed phasing – prioritizing expedited delivery, and 15% plans.
The project scope includes a new crossing of the Union Pacific Nogales Subdivision track, full pavement reconstruction, drainage facilities improvements, sidewalks, protected bicycle lanes or other enhanced bicycle facilities, median separation, traffic signal and intersection upgrades, continuous street lighting, pavement markings and signing, landscaping/green stormwater infrastructure, and utility coordination/relocation. The DCR shall adhere to the design guidance provided in the Tucson Street Design Guide and prioritize safety, accessibility, and comfort for all modes of travel.
Alternatives Analysis
The DCR will include an evaluation of at least three alternatives at the Union Pacific Nogales subdivision crossing at 22nd Street. The alternatives analysis should consider an overpass/bridge crossing, an underpass, and an upgraded at-grade crossing. The project objective is to provide grade separation at the Union Pacific Railroad crossing, but the at-grade crossing should be considered for baseline cost reference, corridor performance, and schedule impacts.
The alternatives should be evaluated based on cost, drainage, right-of-way, access impacts at intersecting streets and to significant destinations, visual impact, community preference, railroad permitting requirements, and other criteria as
BUSINESS SERVICES DEPARTMENT Page 6 of 38 appropriate. To support the visual impact assessment and community feedback, the consultant should prepare up to five photo-simulations showing each crossing alternative from multiple perspectives.
Coordination with Union Pacific Railroad and the Arizona Corporation Commission should be included within the DCR phase to inform selection of the preferred alternative.
The consultant’s statement of qualifications should be comprehensive and demonstrate the team’s ability to perform all necessary tasks such as survey, right-of-way maps, public involvement, bridge design and selection report development, geotechnical investigation and reporting, drainage analysis, pavement design, traffic engineering and signal design, construction plans, specifications, and cost estimates. The consultant is advised that the following disciplines are important to the determination of each team’s qualifications and should be included in the proposal:
Structural Engineering Civil Engineering (including Roadway Geometric Design) Hydrologic and Hydraulic Analysis Environmental Planning Traffic Engineering Traffic Signal Design/Modification Electrical Engineering Geotechnical Engineering Landscape Architecture Utility Coordination Public Involvement/Communications
C.5. Public Involvement
Public engagement will be a critical component of this project. The consultant team should include a public involvement/communications as part of the project team and should demonstrate the ability to engage community members “where they are.” Special consideration must be given to 22nd Street’s location in an area with high concentrations of mobility-vulnerable populations. Residents will have higher barriers to participation and therefore additional strategies should be developed to engage with affected community members. The public involvement/communications team will provide input and assist the design consultant in communicating with neighborhoods, businesses, the general public and the news media which will include, at a minimum, the following:
• Coordination meetings with neighborhood associations and other key stakeholders
• Flyers, mailers, and questionnaires to obtain feedback during design
• A project website and online opportunities for public input
• Public Open Houses and Pop-Up events in public spaces, such as parks, to obtain input during planning and design
• Translation services to make materials available in English and Spanish
A Citizens Advisory Committee will be established for this project and should be accounted for in project schedule and level of effort. The consultant should plan to schedule, coordinate logistics, and facilitate advisory committee meetings.
C.6. Environmental Activities
The contractor should develop all required environmental documentation to fulfill environmental requirements.
C.7. Public Art
A project artist will be selected for this project. The selected artist will sign a separate contract with the City, and the design consultant shall have no financial or contractual obligations in the services to be provided by the artist. The selected consultant team will be expected to incorporate the project artist’s work and provide general oversight and coordination assistance to the City of Tucson project manager. Public Art coordination will start following the DCR phase.
BUSINESS SERVICES DEPARTMENT Page 7 of 38
C.8. Right-Of-Way Acquisition
It is anticipated that significant right-of-way will be needed for this project. The selected consultant team will be expected to provide documents associated with right-of-way acquisitions such as right-of-way plans, parcel maps and legal descriptions.
The consultant will also provide general oversight and coordination assistance to the City of Tucson. The Consultant will not be expected to participate in right-of-way acquisition efforts, including discussions with affected property owners relative to redevelopment or mitigation opportunities.
Proposals should identify a project approach that advances foundational right-of-way activities during the DCR phase to allow for the potential to start acquisitions at an earlier project phase.
C.9. Utility Coordination
Proposals should incorporate preliminary utility coordination activities into the DCR phase to appropriately identify conflicts and prepare for necessary relocations or mitigation efforts.
C.10. Project Schedule
It is the goal of the City of Tucson and the Regional Transportation Authority to substantially complete construction activities on the 22nd Street project by the end of the 1st Period of the RTA Next plan in 2031. To meet the overall design schedule, offerors should develop a DCR approach that results in a final DCR with recommended alternative and associated technical reports, 15% plans, advanced right-of-way activities, and allows for considerable public engagement within 12 months of issuance of the Notice to Proceed.
C.11. Responsibility
All design work shall be performed to the design standards established for the subject project. The consultant shall be responsible for all research, designs, field work, studies, maps, reports, diagrams, details, plans, specifications, and cost estimates necessary to complete this project. The exact scope of work and design requirements shall be negotiated with the successful consultant.
