About this opportunity

Volusia County is soliciting Construction Management/General Contracting services for a life-safety and HVAC renewal at the Volusia County Branch Jail (1300 Red John Drive, Daytona Beach), with proposals due December 3, 2026. The work must be performed while the facility remains fully occupied and operational, placing phasing, life-safety management, and coordination with Corrections staff as primary capability filters.

The scope replaces housing-pod chilled-water air handling units with associated mechanical-room ductwork, coils, and outside-air louvers; installs UL 555/555S rated fire/smoke dampers facility-wide; adds new smoke exhaust fans providing pod-level isolation and purge capability for the first time; and replaces the existing fire alarm system with a networked, addressable system running on redundant fiber-optic communication loops. All new equipment integrates with the facility's building automation system and must comply with current NFPA, Florida Fire Prevention Code, and UL standards. Design is complete through a bid set prepared by Dewberry (mechanical) and Ingenuity Engineers (electrical and fire alarm). The selected firm manages temporary cooling for occupied pods, security protocols including background checks and inmate-movement coordination, and close operational coordination with Corrections staff and County Facilities Management.

The contract structure is two-phase: Part A covers preconstruction services (plan review, technical proposals, cost consultation, value engineering, long-lead procurement identification, and preparation of a Guaranteed Maximum Price, or GMP); Part B covers construction execution at a fee not to exceed 4.9 percent of Direct Labor Cost and Cost of Work combined. The contractor must submit the initial GMP estimate within sixty days of receiving all design documents. Contract time for substantial completion is 365 calendar days from Notice to Proceed. Liquidated damages are $2,500 per calendar day for delay. Performance and payment bonds equal to the GMP are required, with the surety maintaining an "A" or better A.M. Best Financial Strength Rating and "X" or better Financial Size Category. Insurance requirements include $1,000,000 Workers Compensation with Waiver of Subrogation, $1,000,000 Commercial General Liability per occurrence, $1,000,000 Auto Liability combined single limit, $1,000,000 Excess Liability Umbrella, and $1,000,000 Professional Liability. Volusia County must be named as Additional Insured with primary and non-contributory status. All personnel working at the detention facility must complete background checks per the Vendor Background Check Packet.

Volusia County Branch Jail - Air Handler & Fire Suppression System Replacement and Upgrade

Volusia County is seeking qualified Construction Management and General Contractor firms to deliver a major life-safety and HVAC renewal at the Volusia County Branch Jail, 1300 Red John Drive, Daytona Beach. The facility is a single-story detention center that operates around the clock. Its core building systems have reached the end of their service life at the same time, and they no longer meet current code for detention occupancies. Those systems are the housing-pod air handling units, the fire/smoke dampers, the fire alarm system, and the smoke control system. The project restores reliable conditioned air to every housing pod and brings the facility's life-safety systems up to current NFPA, Florida Fire Prevention Code, and UL standards.

The work includes replacing the pod chilled-water air handling units along with their mechanical-room ductwork, coils, and outside-air louvers. Fire/smoke dampers will be replaced facility-wide with UL 555/555S rated units. New smoke exhaust fans will give each pod its own isolation and purge capability for the first time. The existing fire alarm system will be replaced with a networked, addressable system running on redundant fiber-optic communication loops. New equipment will be integrated with the facility's building automation system. Design is complete through a Bid Set prepared by Dewberry (mechanical) and Ingenuity Engineers (electrical and fire alarm).

Because the jail remains fully occupied throughout construction, success depends on a qualified General Contractor with strong phasing, coordination, and life-safety management skills. The selected firm will manage the following:

  • Temporary cooling for occupied pods
  • Security protocols, including background checks, escorts, and coordination around inmate movement
  • Close coordination with Corrections staff and County Facilities Management
