A 5% local-vendor preference applies to awardable cost-evaluation points for proposers meeting all local-vendor criteria: maintaining headquarters or a major regional office within San Bernardino County, employing at least 25% full-time management and regular employees from County locations, and demonstrating ongoing business activity in the field for at least six months.
The scope includes raising WDB profile through media coverage; creating monthly newsletters with labor-market information and success stories; developing and distributing press releases; creating web and social media content; arranging media attendance at WDB events; coordinating media coverage of workforce-related issues; developing opinion pieces for publication; conducting media mining; obtaining recognition for WDB initiatives; preparing quarterly and annual reports; and coordinating monthly meetings with WDB leadership.
The estimated annual budget is up to $120,000, funded through Title I of the Workforce Innovation and Opportunity Act (WIOA). The contract term is five years, from July 1, 2026 through June 30, 2031, with tentative award in July 2026.
Evaluation scores proposals on qualifications and experience (40%), technical review including statement of understanding and work plan (40%), cost/revenue (10%), and references (10%). The deadline for questions is June 11, 2026 at 4:00 p.m. PST, with responses due by June 15. Proposers must submit electronically through the County's ePro system and as hard copies with original signatures to Fred Burks, 290 North D Street, Suite 600, San Bernardino, CA 92415. All proposals must include organizational charts, resumes of key personnel, detailed work plans, cost proposals on the specified attachment form, proof of insurance, certifications regarding debarment and suspension status, references from similar public agencies, and affidavits regarding indemnification and insurance capabilities.
