About this opportunity

The City of Yuma, located in Arizona's Yuma County, is seeking professional architectural services through a Request for Qualifications (RFQ-26-122) for an on-call, nonexclusive consulting arrangement. The procurement aims to establish a pre-qualified list of up to five architectural consultants who can provide comprehensive services including architectural design, structural engineering, electrical and mechanical engineering, site civil design, and miscellaneous architectural services. Proposals will be received through the City's Procurement Portal by 11:00 am MST on December 4, 2025, with a subsequent public reading on the same day. The selection process will utilize a 100-point scoring system, evaluating project understanding and approach (30 points), engineering firm experience (20 points), proposed project manager (20 points), proposed project staff (15 points), schedule and cost control ability (10 points), and quality control ability (5 points). Consultants will be engaged on a work order basis, with each task requiring a specific scope of work and fee estimate to be submitted and approved before commencing work, and no single project exceeding $250,000 in aggregate fees within any year.

The RFQ allows for teaming with multiple prime consultants, though firms sharing common ownership will not be accepted, and design services must be separate from construction management services. There are no specific set-aside designations or restrictions for disadvantaged enterprises mentioned in the documentation. The contract will have an initial one-year term with the potential for up to four successive one-year renewal terms, and consultants must maintain various insurance coverages including Commercial General Liability, Professional Liability, and Umbrella/Excess Liability with specified minimum coverage amounts. Consultants are required to comply with federal regulations, including 2 CFR Section 200 certifications, which cover provisions related to contract termination, equal employment opportunity, Davis-Bacon Act compliance, and other federal standards. The maximum compensation limit is set at $250,000 per individual Delivery Order for the initial term and each subsequent renewal term, with invoicing to be completed monthly through the ProjectMates portal. No guarantee is provided that any work will be assigned under this program, emphasizing the on-call nature of the contract.
