About this opportunity

Pierce County, Washington is soliciting capability statements for WebEOC Software Professional Services under a sole source procurement exemption, with responses due August 31, 2026 at 5:00 p.m. This is a directly negotiated purchase; only entities authorized by the WebEOC license holder (ESi Acquisition, Inc., a Juvare company) to provide production database migration services and capable of warranting continued software performance post-migration are eligible.

The scope covers professional services to migrate Pierce County's existing on-premises WebEOC production database to a cloud-hosted environment, subscription renewal for WebEOC SaaS (Nexus version 11 or latest), and implementation support. Year 1 includes 40 service credit hours at $270 per hour allocated for migration. The hosted subscription provides WebEOC Software Nexus, premium boards, single sign-on, maps add-on, dashboard, board data manager, one non-production instance, user importer tool, DesignStudio Pro bundle, and ArcGIS extension. Pierce County is authorized for unlimited Administrators and Sub-Administrators, specified Active Users based on monthly logins, and five DesignStudio users. Storage allocation is 100 GB. Support services are provided during standard business hours (9:00 a.m. to 6:00 p.m. U.S. Eastern Time, Monday–Friday, excluding holidays).

The estimated total contract cost is $141,549.32 over an initial 24-month term, with a potential extension at Pierce County's discretion for a maximum total term not to exceed five years. Year 1 costs are $76,730.70; Year 2 is $64,818.62; optional Year 3 is $66,763.18. ESi's quote (Q-24026, dated July 13, 2026) is valid through September 13, 2026. The initial subscription term is two years with one optional renewal year and automatic renewal for successive 12-month periods thereafter; either party may non-renew with 60 days' written notice. Questions are due August 24, 2026. A Statement of Work must be executed prior to implementation commencement. Work performance and service dates cannot be secured until initial payment or purchase order is received.
