About this opportunity

The Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP) is soliciting bids for printed "Vending Machine Permit" stickers through a competitive procurement process. The contract requires the production of die-cut, round vinyl stickers measuring one inch in diameter, with sequential numbering from 0001 to 8000, printed in PMS 215 background ink, black numbering, and white lettering. Each roll must contain 250 stickers on a 3-inch core, with die-cut labels, perforated between stickers, and shrink-wrapped with starting and ending numbers marked on the core. Bidders were required to submit written questions by March 31, 2020, at 2:00 PM CDT, with final bids due on April 3, 2020, at 2:00 PM CDT. The anticipated award date was April 3, 2020, at 10:00 AM CDT, with a contract term of one year and potential renewal for two additional one-year periods. Vendors must provide a high-resolution PDF proof within 3 business days of receiving the purchase order and deliver the stickers to DATCP's Madison facility by approximately the 15th business day.

The procurement includes provisions for potential vendor preferences, with Wisconsin statutes allowing preference for materials manufactured in the United States when all other factors are substantially equal. Bidders may claim minority business enterprise or disabled veteran-owned business preferences through the Wisconsin Supplier Diversity Program. The contract requires vendors to possess three years of prior print production experience and perform all work in-house without subcontracting to brokers. While no specific budget range was explicitly stated, the cost sheet provides pricing tiers for quantities from 1,000 to 7,000 stickers, allowing flexibility in purchasing. DATCP does not guarantee any minimum purchase quantity or dollar amount, and bids requiring minimum order quantities will be rejected. The state will assess liquidated damages of up to five percent per day for late deliveries, and defective products may be returned within 30 days for full credit or replacement. Contractors must maintain electronic file management capabilities and comply with various state labor laws and nondiscrimination requirements.
