About this opportunity

The Agency for Community Transit is requesting quotes for printing, numbering, holographic foil application, finishing, packaging, and delivery of 14,100 MCT Monthly Bus Passes for calendar year 2027 across three artwork versions, with quotes due October 2, 2026.

The award will be made to the lowest quote from a responsible bidder meeting specifications. All bids must reflect FOB Destination shipping terms with freight costs included. No subcontracting is permitted; all printing must be performed in-house. The contract is partially funded through the Illinois Department of Transportation's Downstate Operating Assistance Grant, and the vendor must comply with all MCT/ACT General Terms and Conditions and grant agreement requirements, including prevailing wage, civil rights, OSHA, and cybersecurity standards (multi-factor authentication, data encryption, and cyber liability insurance of at least $500,000).

The scope encompasses three pass types: System Passes (2,400 total at 200 per month), Local Passes (9,600 total at 800 per month), and Student Passes (2,100 total with varying monthly quantities). All passes must be printed on 10 mil polyester stock, 3.370" W × 2.125" H finished size, full-color front and black back, with a 1.625" W × 0.500" H holographic foil MCT logo in the upper-left corner. Each type requires sequential numbering (S001–S200, L001–L800). Passes must be separately packaged by type and month, sorted sequentially, shrink-wrapped into individual boxes within master cartons of 36 boxes, and delivered to ACT headquarters in Pontoon Beach, Illinois.

The production timeline requires initial proofs within four business days of file receipt, owner approval within six business days, and final delivery within 16 business days of approval. Time and rate of delivery are essential; vendors must notify the project manager immediately of significant problems or delays. Minor product variances may be considered at ACT's sole discretion. Variance requests must be submitted before bid close with supporting information. No overrun allowances will be accepted. BONFIRE registration is required to access detailed specifications and the bid table.
