About this file

This Scope of Work document outlines printing services for the Agency for Community Transit (ACT) in Illinois for the production of 14,100 MCT Monthly Bus Passes for calendar year 2027 across three artwork versions. The vendor is responsible for production, printing, sequential numbering, holographic foil application, finishing, packaging, and delivery of three pass types: System Passes (2,400 total at 200 per month with S001-S200 numbering), Local Passes (9,600 total at 800 per month with L001-L800 numbering), and Student Passes (2,100 total with varying monthly quantities from 100-200 units). All passes must be printed on 10 mil polyester stock in a 3.370" W x 2.125" H finished size with full-color front and black back, featuring a 1.625" W x 0.500" H holographic foil MCT logo in the upper-left corner. The production timeline requires the vendor to submit initial proofs within four business days of file receipt, with owner approval within six business days, and final delivery within 16 business days of approval. All passes must be separately packaged by type and month, sorted sequentially, and shrink-wrapped into individual boxes within a master carton of 36 boxes, with delivery to ACT headquarters in Pontoon Beach, Illinois via F.O.B. Destination.

The contract award will be made to the lowest quote from a responsible bidder meeting all specifications, with the contract partially funded through Illinois Department of Transportation (IDOT) Downstate Operating Assistance Grants. All bids must reflect F.O.B. Destination shipping terms with freight costs included in the quoted price. Minor product variances may be considered at ACT's sole discretion based on quality and degree of difference from specifications. The vendor must perform all printing in-house with no subcontracting permitted, obtain written owner approval before commencing any printing, and provide immediate notification of significant problems or delivery delays to the owner's project manager at purchasing@mct.org. Each vendor and the owner will assign project managers for coordination, and proofs require written approval prior to printing services. No overrun allowances will be accepted, and delivery times are considered essential to the contract.
