About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking a qualified vendor to provide printing, production, and logistics services for the Minnesota Boating Guide through a formal Request for Proposal (RFP). The solicitation requires a contractor to produce approximately 200,000 copies of a 60-64 page saddle-stitched guide, with comprehensive services including pre-production proofs, pallet handling, storage, and distribution to over 170 deputy registrar locations throughout Minnesota. Mandatory requirements include having printing and storage facilities located within the seven-county metropolitan area and using soy-based inks. Vendors must submit responses electronically through the State of Minnesota's SWIFT Supplier Portal by August 29, 2024, with a question and answer period open until August 12, 2024. The RFP requires detailed documentation, including responder declarations, exceptions to standard terms, workforce certification, equal pay declarations, and comprehensive pricing schedules. Evaluation criteria will likely include pricing, technical capabilities, facility location, and the ability to meet strict production and distribution specifications.
The State of Minnesota demonstrates a commitment to diversity and inclusion in this procurement, offering preference points for targeted group businesses, including those owned by minorities, women, veterans, and businesses located in economically disadvantaged areas. Small businesses are encouraged to participate through the State's Small Business Procurement Program, and veteran-owned businesses may receive additional consideration. The contract has an estimated annual value ranging from $80,000 to $100,000, with an initial term from October 1, 2024 to March 31, 2027 and an option to extend up to an additional two and a half years. No incumbent vendor is specifically mentioned in the solicitation documents. The State reserves significant flexibility in the procurement, including the right to negotiate with the highest-scoring respondent, award to multiple vendors, or cancel the solicitation entirely. Potential contractors must demonstrate compliance with state laws, including affirmative action requirements, non-discrimination policies, and E-Verify regulations.
