Washington Convention Center and related facilities in Washington, DC, under RFQ BID #25-S-057, with responses due August 10, 2026. This solicitation is restricted to District of Columbia Department of Small and Local Business Development (DSLBD) certified local, small, or disadvantaged business enterprises only — a hard eligibility gate. DSLBD certification preference points up to 12 are available for small business enterprises, resident-owned businesses, longtime resident businesses, local business enterprises, disadvantaged business enterprises, veteran-owned businesses, and local manufacturing businesses.

The contractor must provide comprehensive ACA compliance services serving up to 500 employees, including data validation, eligibility determination, form preparation, printing, mailing, and electronic filing. The contractor must demonstrate a minimum of five years of experience providing ACA compliance services for organizations with at least 300 employees, provide three customer references, and possess all required licenses. Key operational requirements include meeting federal and District reporting deadlines (IRS filing by March 31st, employee statement delivery by January 31st annually), providing a dedicated account representative, implementing secure data transmission protocols, and maintaining compliance with IRS Publication 1075 safeguarding standards.

Pricing will be evaluated as the primary award criterion based on lowest aggregate overall cost. Contractors must submit a firm-fixed price per employee for processing, printing, and mailing services, plus any one-time data conversion fee, valid for ninety days from submission. The base contract term runs from October 1, 2026 through September 30, 2027, with four optional one-year renewal periods extending through September 30, 2031. Questions are due July 27, 2026. For contracts exceeding $300,000, First Source Employment requirements apply, mandating that 51 percent of hired employees are District of Columbia residents. Contractors must maintain commercial general liability insurance ($1,000,000 per occurrence), umbrella liability insurance ($5,000,000), workers' compensation at statutory limits, and cyber liability insurance ($1,000,000 per claim). For contracts exceeding $250,000, at least 35 percent of contract value must be awarded to certified small business enterprises or certified business enterprises.
