About this opportunity

The State of Maine Division of Purchases is requesting bids for printing and letterhead stationery under a one-year contract effective November 1, 2007 through October 31, 2008, with bids due October 18, 2007. In-state bidders receive preference in case of tie bids under Maine procurement rules.

The scope covers standard white, 8.5" × 11" letterhead stationery printed in either Reflex Blue or Black ink on recycled stock in multiple finishes (#1 Bond with Watermark, Laid Finish, and 25% Cotton Content). Quantities range from 500 to 10,000 sheets per order. Orders of $5,000 or less are emailed directly by using agencies to the vendor as PDF files; larger orders require Division of Purchases approval and encumbrance before transmission. Delivery must occur to various Maine locations, with most deliveries to the Augusta area, within five business days of receiving camera-ready copy. All pricing must be inclusive of shipping and delivery charges. Vendors must accept the State Procurement Card as a payment method with no additional surcharges.

The State of Maine reserves the right to extend the contract beyond the stated one-year term with contractor consent, up to a maximum total contract period of three years. Contract overruns are limited to 3 percent of the original contract value. Awards will be made to the lowest responsible bidder based on best-value considerations including quality, conformity with specifications, delivery date, and ultimate cost. Cash discounts of 20 days or more are considered in determining the lowest bid. The State is exempt from federal and Maine state sales and use taxes; vendors must quote prices excluding these taxes. Bidders must submit pricing using the prescribed catalog template spreadsheet and reference appropriate NIGP commodity codes. Failure to submit bids on three consecutive state requests may result in removal from the bidder register.
