About this opportunity
The City of Newark, New Jersey (Essex County) is soliciting bids via its e-Procurement Portal for Invitation to Bid #2024-16 to procure printed forms including checks, tax notices, delinquent notices, and water bills. The procurement encompasses multiple form categories including tax bills, abatement bills, advice notices, delinquent notices, payroll checks, water/sewer bills, and public safety forms across a two-year contract term. Deliverables include business forms with quantities ranging from 3,000 to 500,000 units across different categories, with specific technical specifications including paper weight (28lb white laser), dimensions (8 x 11" or 8 x 14"), and construction types (cut sheet C-fold or V-fold self-mailers). Pricing must be submitted on an all-inclusive unit cost basis measured per thousand (M) for each form type, encompassing all labor, materials, supplies, transportation, shipping, and handling costs, with separate pricing tables for Year 1 and Year 2. Vendors must comply with New Jersey state regulations including business registration, affirmative action requirements, and anti-discrimination provisions. Electronic bid submission is required through the City's ProcureNow portal with a deadline of 10:15 am on Thursday, June 20, 2024; the bid release date was June 5, 2024, and the deadline for questions was June 14, 2024. The City reserves the right to increase or decrease contract quantities to match actual requirements and may award contracts to multiple vendors based on line item commodities.
Vendors must submit comprehensive compliance documentation including Equal Employment Opportunity certifications, Americans with Disabilities Act compliance attestations, Statement of Ownership Disclosure, Bidder Qualification Questionnaire, Disclosure of Investment Activities in Iran, Sweatshops Ordinance compliance, Republic of Sudan Ordinance certification, and Political Contribution Disclosure Forms. These mandatory submission forms are designed to ensure vendor compliance with municipal ordinances and ethical business standards, requiring detailed disclosures about business ownership, potential conflicts of interest, criminal history, and non-discrimination policies. Vendors must maintain records for five years and report any changes to their compliance status, with potential contract termination for non-compliance. The procurement documents do not identify specific incumbent vendors, set-aside designations for disadvantaged enterprises, or a stated budget allocation; however, the comprehensive nature of the compliance requirements and the scope of form types suggest a significant procurement value. No specific award value or budget range is publicly disclosed in the available documentation, requiring potential bidders to review the complete ITB document for detailed pricing expectations and contract value information.
