The contractor is required to replace incorrect items immediately at no cost to the County, impose no minimum order quantities or costs per order, and offer no restocking fees. Award will be based on the lowest responsive, responsible bid, with the County reserving the right to make multiple awards. Key deadlines include March 5, 2026 at 2:00 p.m. Pacific Time for submission of questions and requests for clarification through the County's Question & Answer section, with bid submissions due electronically through the County's online procurement portal by March 12, 2026 at 2:00 p.m. Pacific Time. All bids shall remain valid for 365 days following the solicitation closing date, and protests of solicitation specifications must be filed five business days prior to the closing date, while protests of contract award must be submitted within five business days of the Notice of Intent to Award.
The County of Orange offers a five percent Local Small Business (OCLSB) preference and a Disabled Veteran Business Enterprise (DVBE) preference, providing an eight percent combined deduction in bid price for evaluation purposes if a vendor is certified as both an OCLSB and DVBE, though the contract will be awarded at the certified bidder's original bid price if selected. Bidders must provide current certifications, D-U-N-S numbers, UEI numbers, insurance certificates, W-9 forms, and compliance certifications including debarment and campaign contribution disclosures. The contract includes a cooperative purchasing provision allowing other governmental and non-profit organizations to utilize the same terms and pricing, with a two percent administrative rebate on all subordinate contract sales paid to the County through Pavilion, a third-party administrator, requiring the contractor to submit quarterly volume sales reports detailing all sales to other entities. No price increases are permitted during the first year of the contract term, with any subsequent increases requiring 30 days' advance written notice with documented proof of cost increases, and all price decreases automatically extending to the County. The contractor must guarantee that quoted prices are equal to or less than those quoted to any other local, state, or federal government entity for equal or lesser scope services. The specific award value or budget range is not disclosed in the solicitation materials provided.
