About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Department of Vehicle Regulation is requesting bids on printing and mailing services for Kentucky vehicle titles under RFB 758 2600000590, with bids due June 15, 2026 at 1:30 p.m. ET (amended from the original June 12 closing date). Questions were due June 3, 2026 at 10:00 a.m. ET; a bidders' conference call is scheduled for June 15 at 3:30 p.m. ET via 844-603-5060.
The scope encompasses off-site processing services to print, address, barcode, and mail vehicle titles daily, converting electronic data to paper format and delivering documents to the post office. The Commonwealth issues approximately 1.5 million vehicle titles annually across 153 county clerk offices, comprising regular blue titles, red unrebuildable salvage and rebuilt titles, and green vessel titles (approximately 46,000 annually). The contractor must supply all paper stock, vehicle title forms, envelopes, and postage costs. Paper stock must contain at least 50 percent recovered material (10 percent post-consumer waste for non-vehicle titles and 20 percent for vehicle titles) and include specialized security features. Titles must be mailed within 40 hours of data receipt, with a one percent daily penalty for each day the mailing deadline is missed. The contractor must maintain at least two processing facilities for disaster recovery purposes and comply with all USPS specifications for first-class mail automation.
The contract award will be a Master Agreement for an initial two-year term with three optional one-year renewal periods. Pricing is evaluated on a best-value basis with 90 points allocated to price and 10 points to experience. Bidders must provide a performance bond or irrevocable letter of credit equal to 20 percent of the total bid amount and maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate. The contractor must comply with extensive security requirements, including 24-hour facility monitoring, employee security clearances, a Driver Privacy Protection Agreement, and data purge within 30 days of work completion. A test run of 2,000 forms must be completed within 60 days of award. Vendor registration in the Commonwealth eProcurement System is required at least 24–48 hours prior to bid submission.
