About this opportunity
The Missouri Department of Revenue is requesting proposals for operation and management of a license office in Princeton under a five-year Blanket Purchase Agreement, with proposals due July 9, 2026 at 2:00 p.m. Central Time.
The contractor will process title transactions, motor vehicle and marine registrations, and issue driver and non-driver licenses. The contractor must open and operate the office within 30 to 45 business days following authorization to proceed. Compensation consists solely of processing fees and permit fees as defined in Section 136.055, RSMo, detailed in Attachment 2; no additional compensation is available. The contractor assumes all facility, utility, operating, equipment, office-supply, and staffing costs as an independent contractor.
Eligibility requires submission of legal operating documents, a named Contract License Office Manager with background clearance dated no earlier than 60 calendar days before the deadline, and financial and tax documentation including notarized Credit and Asset Verification and Acknowledgement forms. Unless the vendor qualifies as a political subdivision, verification of filed and paid personal property and federal and Missouri state taxes is required, along with proof of proper state titling and registration for all motor vehicles, trailers, vessels, and related equipment.
The contractor must maintain liability insurance of at least $500,000 in total coverage per policy (or $1,000,000 for offices processing more than 25,000 transactions annually) and a crime insurance bond prior to opening. A security system with cameras providing continuous recording and remote state agency access is required, along with daily deposits of collected monies through the state banking system. The contract includes specified customer wait times and service standards. The Department of Revenue holds an option to renew for an additional five-year period at its sole discretion. No subcontracting is permitted for core license office services, though supporting services such as cleaning and IT may be subcontracted with prior written approval. Evaluation uses multiattribute scoring methodology with ranked results. Payment terms are Net 45. The procurement contact is Tara Ronimous at the Missouri Department of Revenue.
