About this opportunity

Collier County's Procurement Services Division has issued an Invitation to Bid (ITB) No. 24-8248 for preventative maintenance and repairs of pumps and ancillary equipment for aquatic facilities across seven county locations. The solicitation seeks to award contracts to three vendors (primary, secondary, and tertiary) for a three-year term with two potential one-year renewal options. Contractors must provide semi-annual preventative maintenance, urgent repair services within four hours, and comprehensive maintenance tasks including equipment inspections, lubrication, and calibration at facilities such as North Collier Regional Park, Golden Gate Community Park, Immokalee Sports Complex, and others. Vendor qualifications include a minimum of three years of commercial experience working on pumps ranging from 5 to 150 horsepower. A mandatory pre-bid meeting is scheduled for May 7, 2024, at 2:00 PM EST at North Collier Regional Park, with bid submissions due by May 27, 2024, at 3:00 PM EST through the county's online bidding system. Evaluation will focus on comprehensive maintenance capabilities, response times, and adherence to detailed preventative maintenance checklists that require photographic documentation and recommended repair actions.

The procurement does not specify specific set-aside designations or restrictions for disadvantaged enterprises. Billing will be conducted on an hourly rate basis with specific markup limitations: 10% for materials and rental equipment, and 15% for subcontractors. Historically, county departments have spent approximately $200,000 annually on similar services, though this may not predict future spending. The contract prohibits additional surcharges and requires vendors to maintain comprehensive insurance coverage, including Worker's Compensation, Commercial General Liability, and Automobile Liability, with Collier County named as an additional insured. Vendors must also provide Performance and Payment Bonds for projects exceeding $200,000, written for 100% of the contract award amount. The solicitation allows for potential use by other county departments and seeks a comprehensive maintenance solution for the county's aquatic facility pump infrastructure, with invoicing requiring detailed service documentation and completed preventative maintenance checklists.
