About this opportunity

Orange County, Florida, through its Procurement Division, is seeking a contractor for preventative maintenance and operations of air compressors and dryers at the Orange County Convention Center under Invitation for Bids (IFB) #Y23-149-AV. The procurement involves comprehensive maintenance services for 17 air compressors and 13 air dryers/tanks located across various mechanical rooms and energy plant locations. Key deliverables include quarterly preventative maintenance, on-call repairs during standard and non-standard hours, and provision of parts and materials with specified markup/markdown percentages. Bidders must demonstrate experience with large-scale maintenance contracts and provide comprehensive documentation including references. The non-mandatory pre-bid conference was held on January 5, 2023, at 2:00 PM via WebEx, with a deadline for questions set at January 6, 2023, at 5:00 PM EST. Responses were due electronically through the OpenGov e-Procurement Platform by January 19, 2023, at 4:00 PM EST, with strict requirements for electronic submission format and file accessibility. The contract is anticipated to have a three-year term with potential renewal options for two additional one-year periods, and will be awarded to the lowest responsive and responsible bidder.

The solicitation indicates potential preference for minority-owned or service-disabled veteran-owned businesses, suggesting some set-aside considerations for diverse vendors. Bidders are required to comply with various county requirements, including drug-free workplace certification, conflict of interest disclosures, and E-Verification of employee eligibility. While specific budget ranges are not explicitly detailed, the procurement includes provisions for unforeseen fees, rental equipment, and subcontractor costs. The contract will be managed by the Orange County Procurement Division, with Carrie Mathes leading the procurement and Ana Villalona serving as the primary contracting agent. Submission of bids is strictly limited to the OpenGov e-Procurement Platform, with no alternative submission methods permitted. Technical support for the platform is available during business hours to assist potential respondents with the electronic submission process. The comprehensive nature of the maintenance contract suggests a significant operational importance for the Orange County Convention Center's mechanical infrastructure.
