About this opportunity
The Louisville Jefferson County Metro Government's Office of Planning is seeking a Preservation Design Consultant to transform the recently updated Standard Design Guidelines into an illustrated, user-friendly document. The selected consultant will be responsible for creating a comprehensive, graphically enhanced version of the guidelines that incorporates photographs, illustrations, and visual aids to help property owners better understand preservation terminology and requirements. The project requires at least one team member to meet the Secretary of the Interior's Professional Qualifications Standards in History, Architecture, or Architectural History. Proposals will be evaluated on three key criteria: Project Approach and Schedule (45 points), Project Team and Qualifications (40 points), and Fee Proposal (15 points). The solicitation requires sealed proposals to be submitted by 3:00 p.m. EST on February 12, 2026, through the Bonfire web-based portal, with key project milestones including a first draft due May 1, 2026, a Landmarks Commission review draft due May 11, 2026, and a final draft due July 1, 2026.
The contract opportunity includes several diversity and local preference provisions, with specific requirements for Minority-, Female-, and Historically Disadvantaged Business Enterprise (MFHBE) participation. The Good Faith Efforts (GFE) documentation establishes subcontracting goals of 15 percent for Minority Business Enterprises, 5 percent for Female Business Enterprises, and 0.5 percent for Historically Disadvantaged Businesses. Vendors can self-identify across multiple ownership categories, including minority-owned, women-owned, disabled-owned, and LGBT-owned businesses. The project is funded by a $33,335 Certified Local Government grant from the Kentucky Heritage Council, with all work to be completed and invoiced by July 17, 2026. Payment terms are Net 30 days, and the final deliverable must be printable in 8.5x11 format for both online hosting and hard copy distribution. The contract is project-specific with no renewal options, and the consultant will be required to provide a not-to-exceed cost for all services, with additional compliance requirements including federal grant acknowledgment language and WCAG 2.1, Level AA web accessibility standards.
