About this opportunity
The Florida Department of Management Services is soliciting prequalified vendors for Information Technology Staff Augmentation Services through ITB No. 23-80101507-ITB-Supplemental26, a supplemental round on an existing statewide term contract, with bid submissions due October 15, 2026 at 10:00 AM Eastern Time and a public bid opening on September 15, 2026 at 1:30 PM.
The Department intends to make multiple awards statewide but reserves the right to award to one or multiple bidders, by region, or to make no award based on the State's best interest. Current vendors on the existing contract (approximately 866 vendors generating $430.075 million in FY 2025–2026 spend) may only bid on job titles not previously awarded to them; bids for previously held titles will be deemed ineligible. New vendors may bid any job titles. The contract includes approximately 150 IT job titles organized across 15 job families—Applications Development, Data Strategy and Management, Quality Assurance, Network Management, Operations, Security Management, and others—with positions ranging from entry-level (0–1 year IT experience) to senior director (10+ years experience). Staffing is performed statewide with hourly compensation at proposed "not to exceed" rates by job title and scope variant; no work is guaranteed upon award, and all work is contingent upon customer purchase orders.
Bidders must submit fixed "not to exceed" hourly rates (in U.S. dollars, no ranges) that cannot exceed established ceiling rates for respective job titles and must remain firm throughout the contract term with no increases permitted. Pricing must be competitive with similarly sized government entities such as California, New York, and Texas. Bidders must be prequalified vendors and must certify a minimum of three years of IT experience and three years of IT Staff Augmentation contract experience within the last ten years, plus at least $75,000 in annual IT staff augmentation revenue for at least three years in the past decade. Mandatory responsive attachments include an executive summary and staffing resource management plan, price sheet, experience and capability questionnaire, vendor certification, foreign country of concern attestation, coercion for labor certification, and contractor contact information. Bidders must also certify non-termination for cause and non-default on IT staff augmentation contracts within the past three years.
Questions are due August 18, 2026 at 2:00 PM, with anticipated Q&A posting September 1, 2026. A non-mandatory pre-bid conference is scheduled for August 11, 2026 at 11:00 AM Eastern Time at DMS, 4050 Esplanade Way, Conference Room 101, Tallahassee, with dial-in options available. The contract term is one year upon execution, with the existing contract expiring September 30, 2027. Lynzie Sauls, Senior Purchasing Analyst, is the procurement officer (Lynzie.Sauls@dms.fl.gov, 850-487-1463). All responses must be submitted through MyFloridaMarketPlace via the SAP Business Network.
