About this file
File Summary
This document is a Questions and Answers addendum and Addendum No. 1 issued by the Florida Department of Management Services for ITB No. 23-80101507-ITB-Supplemental26, a prequalification solicitation for Information Technology Staff Augmentation Services on an existing statewide term contract. The solicitation invites both new vendors and current vendors (those holding contract 80101507-23-STC-ITSA) to bid on approximately 150 IT job titles organized across 15 job families, with positions ranging from entry-level to senior director roles requiring 0 to 10+ years of IT experience. Current vendors may only bid on job titles not previously awarded to them, while new vendors may bid any titles. The Department intends to make multiple statewide awards but reserves the right to award to one or multiple bidders, by region, or make no award. Questions were due August 18, 2026 at 2:00 PM ET, with responses posted by September 1, 2026; a non-mandatory pre-bid conference was held August 11, 2026. Bid submissions are due October 15, 2026 at 10:00 AM ET with public opening on September 15, 2026 at 1:30 PM. The contract term is one year upon execution, with the existing contract expiring September 30, 2027, and no renewals are contemplated.
Bidders must submit fixed, not-to-exceed hourly rates in U.S. dollars by job title and scope variant that cannot exceed established ceiling rates and must remain firm throughout the contract term with no increases permitted. Proposed pricing must be competitive with similarly situated government entities. Bidders must certify a minimum of three years of IT experience and three years of IT Staff Augmentation contract experience within the past ten years, plus at least $75,000 in annual IT staff augmentation revenue for at least three years in the past decade. The existing contract consists of approximately 866 vendors and generated $430,075,333.58 in total spend during fiscal year 2025-2026, with State Agency spend totaling $238,511,601.45. Mandatory responsive attachments include an executive summary and staffing resource management plan, price sheet, experience and capability questionnaire, vendor certification forms, and contractor contact information. The Department of Health, Florida Department of Transportation, and Department of Financial Services are the largest users by spend, representing 22%, 19%, and 9% of State Agency expenditures, respectively. A 1.0% MyFloridaMarketPlace transaction fee applies to all payments, and all awarded vendors must submit monthly transaction fee reports and quarterly sales reports regardless of activity level.

Invitation to Bid (ITB)
Prequalification for Information Technology Staff Augmentation Services
No. 23-80101507-ITB-Supplemental26
Questions and Answers and
Addendum No. 1
Questions and Answers
The Department has received the following questions through MFMP Sourcing, and the Department’s answers are provided in the table listed below:
No. Question Answer
1.
We are an awarded vendor under 80101507-23-STC-ITSA. If we do not have any additional job titles to add, what should we do in response to this RFP?
Do we submit some sort of document to indicate that we do not have additional job titles to add or sign some document to continue on the existing contract?
If a Current Vendor under 80101507-23-STC-ITSA has no additional job titles to add, no action is necessary. Per Section 1.5 ‘Supplemental Invitation to Bid’ of the ITB Document, Current Vendors shall only submit Bids for Job Titles that were not previously awarded to them. See Section 1.4 ‘Objective’ and Section 1.5 ‘Supplemental Invitation to Bid’ of the ITB Document for Current Vendor guidelines.
2.
We understand that current awardees may submit bids for positions that were not included in our original response. However, we do not see any additional job titles available beyond those included in the original solicitation. Could you please confirm whether additional positions have been added, or advise if we are overlooking where they are listed?
Job Families and Job Titles have not changed from the current State Term Contract 80101507-23-STC- ITSA. See Attachment J, Job Families Descriptions.
3.
For any additional positions we choose to bid on under this supplemental solicitation, are vendors required to submit all newly requested documentation, or may we rely on and re-upload the documents previously submitted with our original proposal, provided they remain current and applicable?
For ITB No. 23-80101507-ITB- Supplemental26, see Section 2.5 ‘Mandatory Responsive Requirements’ of the ITB document, the ITB Attachments listed at the end of the ITB document, and Attachment L, Mandatory Responsive Requirements.
4.
Can a Bidder submit pricing for only selected Job Titles within Attachment E, leaving all other Job Titles blank, provided that the Bidder submits pricing for every Scope Variant within each Job Title it elects to bid?
Yes. See Section 3.8 ‘Price Sheet Instructions’ of the ITB Document.
5.
Attachment E (Price Sheet) appears to reference ITB No. 23-20101507-ITB-Supplemental26, while the solicitation references ITB No. 23-80101507-ITB-Supplemental26. Can the Department confirm that Attachment E is the correct pricing worksheet to be submitted and that the contract number shown on the worksheet is a typographical error?
Refer to Attachment E, REVISED Price Sheet as corrected in Addendum No.1.
6.
Please confirm that candidate resumes and Attachment F (Resume Self-Certification Forms) are not required as part of the ITB submission and are only required when responding to a Customer Request for Quotes (RFQ) after award.
See Section 2.5 ‘Mandatory Responsive Requirements’ of the ITB document, the ITB Attachments listed at the end of the ITB document, Attachment L, Mandatory Responsive Requirements, and Section 10 ‘Resume Self- Certification Form’ of Attachment A, Scope of Work.
7.
Does the Department require awarded Vendors to maintain a physical office or business presence in the State of Florida, or may Vendors headquartered outside Florida participate provided they can meet all Contract requirements?
See Section 2.10 ‘Other Requirements Following Award’ of the ITB Document.
8.
Is any preference or evaluation advantage provided to Florida-certified small businesses or other Florida business certifications under this ITB? If not, may an out-of-state small business participate on the same basis as other responsive and responsible Bidders?
See Section 2.7 ‘Basis of Award’ of the ITB Document.
9.
Attachment D asks Bidders to list entities they provide or have provided IT Staff Augmentation services to. Where a Bidder's qualifying experience derives from a Principal Personnel's prior employment with another staffing firm, and that firm's client-level contract details are confidential and not independently available to the Bidder, please clarify what level of detail DMS expects in response to this question (e.g., naming served entities without contract-level specifics such as PO numbers or dollar figures).
See Attachment D, Executive Summary and Staffing Resource Management Plan and Section 3.2 subsection 19 ‘Public Records’ of the ITB document which addresses Confidential Information.
10.
We currently have a Staff Augmentation contract with DMS (80101507-23-STC-ITSA), and it is good through September 30th, 2027. If we already have all the job numbers awarded, is there any need to respond to this ITB solicitation?
See answer to question #1 and Section 1.4 ‘Objective’ of the ITB Document.
In other words, what is the anticipated date range of the awarded contract(s) resulting from this supplemental ITB?
See Section 1.1 ‘Timeline of Events’ and Section 1.4 ‘Objective’ of the ITB Document.
11.
Bisa IT LLC (Miami, FL) is preparing a Bid for Doc2340377902 and requests clarification on the following before submission. Bisa IT LLC was formed in 2025 and is affiliated with BISA Corporation formed in 2003 (Colombia).
1. Our proposed staffing model is nearshore: the IT Staff Augmentation personnel we would provide under this Contract would be based in Colombia, working remotely for Customer engagements. Attachment C, Section 13 prohibits State of Florida data from being sent, transmitted, or accessed outside the United States. Is a fully nearshore (Colombia-based) staffing model permissible under this Contract, and if so, what data-access safeguards would the Department require?
Per Section 13 ‘Data Security’ of Attachment C, Enterprise Standard Terms and Conditions, “The Contractor will not allow any State of Florida data to be sent by any medium, transmitted, or accessed outside the United States due to Contractor’s action or inaction.”
Additionally, see Section 9 ‘Compliance with Laws’ of Attachment C, Enterprise Standard Terms and Conditions.
12.
PART A - 2. Attachment M requires 3 years of IT Experience and IT Staff Augmentation Contract Experience. Can this be satisfied through a Principal Personnel member's prior experience at BISA Corporation, even though Bisa IT LLC itself was formed in 2025?
The specific requirements are outlined in Attachment M, Experience, Capability, and Past Performance Questionnaire.
PART B - Following up on Question 2 of our clarification request submitted on August 11, we would like to provide additional detail to help the Department evaluate our specific situation.
One of our Principal Personnel members, Cesar Mancipe Pinzon, is a Systems Engineer, co-owner of Bisa IT LLC, and currently serves as Chief Technology Officer (CTO) of BISA Corporation (Colombia). He has over 25 years of IT Experience and IT Staff Augmentation Contract Experience, gained primarily at BISA Corporation prior to Bisa IT LLC's formation in 2025.
Given this, we would appreciate clarification on the following:
1. Does Mr. Mancipe Pinzon's individual experience satisfy the three (3) year IT Experience and IT Staff Augmentation Contract Experience requirements in Attachment M, given that he is a Principal Personnel member (co-owner) of the Bidder (Bisa IT LLC), even though that
The specific requirements are outlined in Attachment M, Experience, Capability, and Past Performance Questionnaire.
For requirements see Section 2.5 ‘Mandatory Responsive Requirements’ of the ITB document, the ITB Attachments listed at the end of the ITB document, and experience was gained at an affiliated entity (BISA Corporation) prior to Bisa IT LLC's formation?
2. What documentation would the Department require to substantiate and "homologate" this experience for purposes of Attachment M (e.g., an employment verification letter from BISA Corporation, client reference letters, a notarized statement of work history, or other evidence)?
Attachment L, Mandatory Responsive Requirements.
13.
3. Attachment M also requires $75,000 in annual revenue for 3 of the past 10 years. Can revenue from an affiliated entity (BISA Corporation) count toward this, or must it come from Bisa IT LLC directly?
See Section 1.3 ‘Definitions’ of the ITB document for the definition of “Bidder” and refer the requirements outlined in Attachment M, Experience, Capability, and Past Performance Questionnaire.
14.
4. If affiliate experience/revenue may count, what supporting documentation is required (e.g., org chart, ownership records)?
See Section 2.5 ‘Mandatory Responsive Requirements’ of the ITB document, the ITB Attachments listed at the end of the ITB document, and Attachment L, Mandatory Responsive Requirements.
15.
5. If BISA Corporation employs the Colombia-based Staff who would be assigned to this Contract, would this be treated as a subcontracting arrangement requiring prior written approval under Section 7.4.1?
See answer to question #11 and see Section 7.4 ‘Employees, Subcontractors, and Agents’ of Attachment C, Enterprise Standard Terms and Conditions.
16.
Attachment D – Executive Summary Question 2
1) Number of client engagements
For Attachment D, Executive Summary Question 2, is there a minimum or maximum number of entities bidders must list, or may bidders provide a representative list of relevant IT staff augmentation clients?
See Section 2.5 ‘Mandatory Responsive Requirements’ of the ITB document, “Bidder must respond to the questions asked by including information that the Bidder determines is the best representation of Bidder’s current IT Staff Augmentation services offerings.”
17.
2) Entity for MSP engagements – Items (a) and (b)
When a bidder provides staff to an end customer through an MSP or prime contractor, should the bidder identify the end customer or the MSP/prime contractor as the “Entity” under items (a) and (b)?
See the Executive Summary Section of Attachment D, Executive Summary and Staffing Resource Management Plan and Sections 3 ‘Contractor’s General Responsibilities’ and 4 ‘Subcontracts and Staff’ of Attachment A, Scope of Work.
18.
3) Contract/PO number – Item (c)
When the bidder operates under a master supplier agreement that has no contract number and receives separate purchase orders for individual staff assignments, what information should the bidder provide under item (c)?
See Attachment D, Executive Summary and Staffing Resource Management Plan, “Contract number/purchase order number assigned by the Entity” and Section 3 ‘Contractor’s General Responsibilities’ and 9 ‘Request for Quotes’.
19.
4) Contract term and dates – Items (d), (e), and (f)
In this situation, should the bidder provide the original term, start date, and duration of the master supplier agreement, or the term and dates of each individual staff purchase order?
See answer to Question #18.
20.
5) Combined information – Items (g), (h), and (i)
When multiple staff members have been placed with the same end customer under separate purchase orders, may the bidder provide combined information for the total dollar amount, number of staff assigned, and tasks performed, or must this information be provided separately for each purchase order?
See answer to Question #18.
21.
Subcontractor approval
6) When approval is required
At what stage must Department approval for a subcontractor be obtained: before responding to an RFQ using the subcontractor, before submitting the subcontractor’s candidate, or before the subcontractor’s resource begins work?
See Attachment C, Enterprise Standard Terms and Conditions section 7.4 ‘Employees, Subcontractors, and Agents’.
22.
7) Level of subcontractor approval
See Attachment C, Enterprise Standard Terms and Conditions
Is approval obtained once for the subcontracting company, or must separate approval be obtained for each RFQ, candidate, or purchase order?
section 7.4 ‘Employees, Subcontractors, and Agents’.
23.
Pricing and contract administration
8) Best-price requirement
Attachment E states that pricing must be comparable to or better than the best available pricing from similarly situated government entities. Please confirm whether submitting proposed prices at or below the applicable Ceiling Rates satisfies this requirement, or whether bidders must provide any additional pricing comparison, certification, or supporting documentation.
Bidders must submit pricing in accordance with Section 3.8 ‘Price Sheet Instructions’ of the ITB Document and with Attachment E, Price Sheet. For required documentation see Section 2.5 ‘Mandatory Responsive Requirements’ of the ITB document, the ITB Attachments listed at the end of the ITB document, and Attachment L, Mandatory Responsive Requirements.
24.
9) Two consecutive quarters without sales
Because award of a Term Contract does not guarantee any work, please clarify how the provision concerning two consecutive quarters with no recorded sales will apply. Will timely submission of zero-sales reports be sufficient to maintain active contract status, or may the absence of sales itself result in probation or termination?
The Contractor shall submit Quarterly Sales Reports in the manner and format required by the Department. Refer to Section 14.2 ‘Contract Reporting’ of Attachment C, Enterprise Standard Terms and Conditions.
25.
10) Incorrect solicitation number in Attachment E
The Price Sheet tab in Attachment E displays ITB No. 23-20101507-ITB-Supplemental26, while the Instructions tab and the other solicitation documents display ITB No. 23-80101507- ITB-Supplemental26. Please confirm that bidders should submit the issued Attachment E without correcting or otherwise altering the solicitation number.
See answer to Question #5.
26.
11) Insurance requirements
Are there specific minimum insurance types and coverage limits that contractors must maintain before execution of the Term Contract, or will the required insurance types and limits be established separately by each Customer through its RFQ or purchase order?
The State does not set a dollar limit for liability on State Term Contracts.
See Section 3.8 under Section 3 ‘Contractor’s General Responsibilities’ of Attachment A, Scope of Work. Also, see Section
5.3 ‘Terms’ of Attachment C, Enterprise Standard Terms and Conditions for the incorporated PUR 1000, General Contract Conditions.
27.
1) Attachment M permits the Bidder to rely on itself “or its Principal Personnel” for the IT Staff Augmentation Contract Experience and revenue requirements. May a Bidder satisfy these requirements using qualifying IT staff augmentation contracts and associated revenue performed or managed by a Principal Personnel member while that individual was employed by another company, or must the qualifying revenue have been generated by the Bidder itself?
The specific requirements are outlined in Attachment M, Experience, Capability, and Past Performance Questionnaire.
28.
2) May an hourly or time-and-materials professional services engagement qualify as “IT Staff Augmentation Contract Experience” when the contractor supplied qualified personnel to temporarily augment a Customer’s or prime contractor’s existing IT workforce, even if the underlying contract, purchase order, or statement of work was titled consulting, professional services, technical support, or similar rather than expressly titled “staff augmentation”?
See Attachment M, Experience, Capability, and Past Performance Questionnaire and Attachment D, Executive Summary and Staffing Resource Management Plan.
For a definition of IT Staff Augmentation Contract Experience and IT Experience, see Section 1.3 ‘Definitions of the ITB document and Section 2 ‘Definitions’ of Attachment A, Scope of Work.
29.
3) For Attachment M’s requirement of at least $75,000 in annual IT staff augmentation revenue during at least three years, may the $75,000 threshold be satisfied by aggregate qualifying staff augmentation revenue from multiple customers/contracts during each applicable year, or must at least $75,000 be attributable to a single customer or contract?
See Section 1.3 ‘Definitions’ of the ITB document for the definition of “Bidder” and refer the requirements outlined in Attachment M, Experience, Capability, and Past Performance Questionnaire.
30.
4) If a Contractor uses a third-party recruiting firm solely to source and identify prospective candidates, but the Contractor independently evaluates and selects the candidate, hires the individual as its own W-2 employee, and remains responsible for payroll, supervision, performance, and Customer support, is the recruiting firm considered a subcontractor requiring Department approval under Attachment C? If so, when must approval be obtained?
See Attachment C, Enterprise Standard Terms and Conditions section 7.4 ‘Employees, Subcontractors, and Agents.’
31.
5) Must a Bidder have qualified personnel currently employed or under contract for every Job Title and Scope Variant included in its Bid at the time of Bid submission, or may the Bidder satisfy the requirement through an established recruiting, screening, hiring, and staffing process used to obtain qualified personnel after receipt of a Customer RFQ?
See Attachment D, Executive Summary and Staffing Resource Management Plan.
32.
6) Under Attachment A Section 9.5, may a Customer issue a project-based RFQ that includes services associated with multiple Job Titles, and may an awarded Contractor propose a project team consisting of multiple Staff members across those Job Titles, provided the Contractor has been awarded each applicable Job Title and the project-based price does not exceed the corresponding hourly pricing model?
Per Attachment A, Scope of Work, section 9.5, “Project-based RFQs and Purchase Orders shall not include services that were not awarded to the Contractor or commodities that are not contemplated by this Contract.”
33.
7) Attachment E identifies the solicitation as ITB No. 23-20101507-ITB-Supplemental26, while Attachment N identifies it as 23-80707507-ITB-Supplemental26. The solicitation number elsewhere is 23-80101507-ITB-Supplemental26, and bidders are instructed not to alter the Price Sheet. Should bidders submit Attachments E and N exactly as issued, notwithstanding the solicitation-number discrepancies, or will corrected attachments be issued?
See answer to Question #5 for Attachment E.
Refer to Attachment N, REVISED Certification of Drug Free Workplace as corrected in Addendum No.1.
34.
8) Please confirm whether contracts awarded pursuant to ITB No. 23-80101507-ITB- Supplemental26 will expire on September 30, 2027, concurrent with the existing State Term Contract, regardless of the individual Contractor’s execution date, or whether each supplemental award will receive a separate one-year term beginning upon execution.
Refer to this Addendum’s update to the ITB, Section 1.4 ‘Objective’.
35.
§1.4 / §1.5 – Current Vendor Status Bourntec currently holds State Term Contract No. 80101507-21-STC-ITSA, while this solicitation identifies Current Vendors as vendors holding Contract No. 80101507-23-STC- ITSA. Please clarify whether a vendor holding Contract No. 80101507-21-STC-ITSA is considered a Current Vendor for purposes of this Supplemental ITB, or may participate as a New Vendor.
State Term Contract No. 80101507- 21-STC-ITSA expired on 12/31/2023. See Section 1.4 ‘Objective’ and Section 1.5 ‘Supplemental Invitation to Bid’ of the ITB document for information related to the current Information Technology Staff Augmentation State Term Contract No. 80101507-

37.
§1.4 – Multiple Awards / Job Title Prequalification The ITB states that multiple Bidders will be prequalified by Job Title based on the lowest responsive Bid. Please confirm whether multiple vendors may be awarded/prequalified for the same Job Title and subsequently compete for DMS RFQs.
See Section 2.7 ‘Basis of Award’ of the ITB Document, and Section 9 ‘ Request for Quotes’ of Attachment A, Scope of Work.
38.
§1.4 – Future RFQ Participation The ITB states that DMSs may issue RFQs to vendors on the current State Term Contract, vendors awarded through this Supplemental ITB, or both. Please confirm whether vendors awarded through this Supplemental ITB will have the same opportunity to receive and respond to future RFQs as vendors already awarded under the current State Term Contract.

Please clarify whether the 25-vendor minimum applies to each RFQ/Job Title and, where fewer than 25 vendors are prequalified for the applicable Job Title, whether the DMS may issue the RFQ to all available prequalified vendors.
See Section 1.4 ‘Objective’ of the ITB document, and Section 9 ‘Request for Quotes’ of Attachment A, Scope of Work for information regarding RFQs.
40.
§3.8 / Attachment E – Best Price Requirement Attachment E states that pricing offered to the State shall be the best price available and comparable to or better than the best available pricing from similarly situated government entities. Please clarify how the Department will determine compliance with the “best price available” requirement and whether the Department may request supporting documentation or require subsequent price adjustments based on pricing offered under other government contracts.
See Section 2.7 ‘Basis of Award’ of the ITB document. Bidders must submit pricing in accordance with Section 3.8 ‘Price Sheet Instructions’ of the ITB Document and with Attachment E, Price Sheet.
41.
§3.8 / Attachment E – Future RFQ Pricing Please confirm whether the Proposed Price submitted in Attachment E represents the maximum hourly rate applicable under the Contract and whether a Contractor may offer a lower hourly rate in response to an individual DMS RFQ without modifying the awarded Contract rate.
The Contractor may offer a lower Hourly Rate in response to a Customer Request for Quote.
See Section 1.3 ‘Definitions’, Section 2.7 ‘Basis of Award’, and Section 3.8 ‘Price Sheet Instructions’ of the ITB document. Also see Section 6 ‘Payment and Fees’ of
Attachment C, Enterprise Standard Terms and Conditions.
42.
Attachment E – Project-Based Pricing Attachment O asks whether the Contractor offers project-based pricing, while Attachment E is structured around hourly rates. Please clarify whether project-based pricing may be requested through future DMS RFQs and, if so, whether the DMS will define the applicable project-based pricing methodology and commercial requirements within the RFQ.
See Sections 3.12 and 9.5 of Attachment A, Scope of Work.
43.
Attachment E – Selected Job Titles Attachment E indicates that a Bidder may submit pricing for selected Job Titles rather than every Job Family or Job Title. Please confirm that a Bidder may select individual Job Titles to bid and is not required to submit pricing for every Job Family or Job Title.
See Section 3.8 ‘Price Sheet Instructions’ of the ITB document.
44.
Attachment E – Scope Variants Please confirm that, when a Bidder elects to bid a Job Title, pricing must be provided for every Scope Variant under that Job Title, and that the Job Title will not be considered if any Scope Variant is left unpriced.
See Section 3.8 ‘Price Sheet Instructions’ of the ITB document.
45.
§1.5 / Attachment K – Contract Term The ITB states that the existing State Term Contract expires September 30, 2027 and that vendors awarded through this Supplemental ITB will be permitted to provide services for the remaining contract term. Please confirm whether all vendors awarded through this Supplemental ITB will have the same contract expiration date of September 30, 2027, regardless of their award date.
See answer to Question #34.
46.
§2.9 / Attachment K – Contract Execution and RFQ Eligibility Please confirm whether a successful Bidder must execute the State Term Contract before becoming eligible to receive and respond to DMS RFQs
See Section 1.4 ‘Objective’, Section
2.7 ‘Basis of Award’, Section 2.9 ‘Contract Formation’ and Section

The Department does not have this information.
65.
14. What is the average time from RFQ issuance to award, and from award to a candidate starting work?
The Department does not have this information.
66.
15. What onboarding, systems access, or certification steps (e.g., MyFloridaMarketPlace registration) are required before a newly awarded vendor can begin receiving RFQs?

69.
Question regarding Attachment Q, PUR 7801 Vendor Certification Form completion
Section 2.5 of the ITB requires the Bidder to submit a "completed and unaltered" Attachment Q, PUR 7801 Vendor Certification Form. The form contains a "Vendor Indicator (Certified, N/A)" column that appears to require an entry from the Bidder for each certification row.
a) Does entering "Certified" or "N/A" in the Vendor Indicator column constitute completing the form as intended, or would such entries be considered an alteration of the form?
b) For a contract for contractual services, should the Bidder mark "N/A" in the Vendor Indicator column for the two rows designated "Determined by Vendor" — specifically the common carrier or contracted carrier row referencing Form PUR 1808, and the forced labor rows referencing section 287.1346, F.S., which apply to the provision of commodities?
c) The same "completed and unaltered" instruction applies to Attachments L and M, which present certifications as a list without checkboxes or initial lines. Is the Bidder's signature
No. Completing the form does not qualify as an alteration.
The “Vendor Indicator” column should be completed by the Vendor based on the Vendor’s discretion.
A signature is certification that the vendor agrees to what is listed on on those forms sufficient to certify each listed item, or does the Department expect the Bidder to mark each item individually?
the attachment. Completing the form does not qualify as an alteration.
70.
Question regarding solicitation number discrepancies in Attachments E and N
Two solicitation attachments display a solicitation number that differs from the number shown on the ITB and the remaining attachments:
a) Attachment E, Price Sheet, "Price Sheet" tab, displays ITB No. 23-20101507-ITB- Supplemental26.
b) Attachment N, Certification of Drug Free Workplace, displays ITB No. 23-80707507-ITB- Supplemental26.
Section 2.5 of the ITB directs Bidders not to change or alter Attachment E, and requires Attachments P, Q, and R to be submitted unaltered. Please confirm that Bidders should submit both attachments exactly as posted, without correcting the solicitation number, and that doing so will not affect responsiveness. Alternatively, please advise if corrected versions will be issued by addendum.
See answer to Question #33.
Refer to Attachment E, REVISED Price Sheet and Attachment N, REVISED Certification of Drug Free Workplace as corrected in Addendum No.1.
71.
Question regarding Attachment D format requirements
Section 2.5 requires the Bidder to restate each question number and prompt from Attachment D, Executive Summary and Staffing Resource Management Plan, followed by the Bidder's response, and states that Bidders must not provide an overarching narrative responding to multiple question numbers at once.
a) Does the Department require Attachment D to be submitted in PDF format, or is another format acceptable?
b) Is there a page limit, word limit, or required formatting standard for Attachment D?
c) Attachment D states that the Bidder's response will be incorporated into the Contract and may be posted for Customer review. Where will these responses be posted, and will they be organized by Job Title or by Vendor?
There is no file type requirement for Attachment D, Executive Summary and Staffing Resource Management Plan.
There is no page or word limit for Attachment D, Executive Summary and Staffing Resource Management Plan. See Section 2.5 ‘Mandatory Responsive Requirements’ and Section 3.9 ‘Submitting a Bid’ of the ITB document for submission requirements.
Awarded contracts will be posted to the public website for State Term Contracts. See Section 1.4
‘Objective’ of the ITB document for the State Term Contract website.
72.
Question regarding subcontractor approval process and timing
Attachment C, Enterprise Standard Terms and Conditions, section 7.4.1 requires prior written consent of the Department before a Contractor subcontracts any work under the Term Contract, and states that use of a subcontractor not approved by the Department will be considered a material breach.
a) What is the Department's expected turnaround time for reviewing and approving a subcontractor request submitted through the Subcontractor/Dealer/Reseller process identified on the Department's website?
b) May a Contractor obtain Department approval of a subcontractor in advance of responding to a Customer Request for Quotes, so that approval is in place before Staff are proposed?
c) Where a Contractor proposes Staff employed by an approved subcontractor in response to a Request for Quotes, is any additional Department consent required at the time of placement, or does the existing approval cover subsequent placements of that subcontractor's Staff?
Contract Management generally reviews subcontractor approval requests within five business days of receiving a complete and accurate submission. More complex requests, requests involving multiple subcontractors, or those requiring additional documentation or clarification may require additional review time. Submission of a request does not constitute approval, and subcontractors may not be utilized until written approval is provided by the DMS Contract Manager.
Yes, subcontractors can be submitted for approval to the Department after Contract execution.
The Contractor will not subcontract any work under the Term Contract without prior written consent of the Department. The Contractor shall obtain prior written consent using the process identified on the Department’s website.
See Section 7.4 ‘Employees, Subcontractors, and Agents’ of
Terms and Conditions.
73.
Question regarding permissible references to the Term Contract
Attachment C, section 12.4, provides that the Contractor shall not publicly disseminate information concerning the Term Contract without prior written approval from the Department, including identifying the Department or the State as a reference or linking the Contractor's name with a description of the Term Contract, except to potential or actual Customers or authorized distributors, dealers, resellers, or service representatives.
a) May a Contractor identify the Information Technology Staff Augmentation State Term Contract as an awarded contract vehicle on its website, capability statement, or similar business development materials, on the basis that such materials are directed to potential Customers?
b) If prior written approval is required for such references, what is the process for requesting it?
The public website for each State Term Contract lists awarded Contractors. Contractors can share this public website. See Section 1.4 ‘Objective’ of the ITB document for the State Term Contract website.

75.
2. Are resumes required with the initial pre-qualification bid, or only when responding to Customer RFQs?
See Section 10 ‘Resume Self- Certification Form’ of Attachment A, Scope of Work and Section 2.5 ‘Mandatory Responsive Requirements’ of the ITB document.
76.
3. Can vendors bid only on Job Titles that align with their capabilities? See Section 3.8 ‘Price Sheet
Instructions’ of the ITB document and Attachment E, Price Sheet.
77. 4. If a vendor bids on a Job Title, must it price every Scope Variant under that Job Title? See answer to Question #76.
78.
5. Are there any page limits, formatting requirements, or maximum file sizes for Attachment D and other narrative submissions?
See answer to Question #71.
When submitting a Bid in the Business Network, the file size limit is 100 MB per uploaded file.
79.

See Sub Section 3.2 and Section 9 ‘Request for Quotes’ of Attachment A, Scope of Work.
82.
9. Will Customer RFQs identify any security clearance, background screening, or special-trust requirements by Job Title or Scope Variant?
Yes. See Section 9 ‘Request for Quotes’ of Attachment A, Scope of Work.
83.
1. Attachment C, Section 11.3, Cooperative Purchasing, states that governmental entities that are not Customers may make purchases under the Term Contract's terms and conditions, subject to the agreement of the Contractor. The solicitation does not describe a process or mechanism by which a Contractor indicates or documents its agreement to cooperative purchasing under this section. Please clarify the process by which a Contractor may agree to, or decline, cooperative purchasing under Section 11.3, including whether any election or notification is required at the time of Bid submission, at Term Contract execution, or at the time a non-Customer entity requests to purchase.
By executing this Term Contract, Contractors agree to Section 11.3 ‘Cooperative Purchasing’ of Attachment C, Enterprise Standard Terms and Conditions. There is no formal process for Cooperative Purchasing as such purchases are independent of the Term Contract. It is up to the discretion of the Contractor per Section 11.3 ‘Cooperative Purchasing’.
84.
2. Attachment M states that Bidder certifies its understanding that Contract(s) will be awarded on a statewide basis. The solicitation does not define what a statewide award requires of the Contractor operationally. Please clarify what obligations, if any, "statewide basis" imposes on the Contractor with respect to service area, staffing presence, or capacity to fulfill Requests for Quotes from Customers throughout Florida.
See definitions of ‘State’ and ‘State Term Contract’ in Section 1 ‘Definitions’ of Attachment C, Enterprise Standard Terms and Conditions, Section 2 ‘Definitions’ of Attachment A, Scope of Work, and Section 1.3 ‘Definitions’ of the ITB document.
Additionally, see section 1.4 ‘Objective’, of the ITB document.
85.
3. Attachment C, Section 6.5, states all payments to registered vendors are assessed a Transaction Fee of 1.0% of the total payment amount, subject to automatic deduction. The solicitation does not clarify whether Bidders should account for this fee within their Proposed Price (i.e., whether the fee is deducted from the Proposed Price paid to the Contractor) or whether it is assessed in addition to the Proposed Price. Please clarify how the MFMP Transaction Fee is applied relative to the Contractor's Proposed Price and the Ceiling Rate.
Transaction Fees shall be submitted in accordance with Rule 60A-1.031, Florida Administrative Code (F.A.C.).
86.
4. Section 3.8 states the State Term Contract will have a one-year term with fixed Proposed Pricing. Attachment K, Draft State Term Contract, Section 1, leaves the initial term length, effective date, and expiration date as unfilled placeholders. Attachment A, Section 2, defines Proposed Price as applying "for the initial and renewal term," while ITB Section 1.3 defines it as applying only "for the initial term." Please clarify the actual term length of the Term Contract to be executed under this Supplemental ITB, and confirm whether a renewal term is contemplated and, if so, its length.
Refer to this Addendum’s update to the ITB, Section 1.4 ‘Objective’.
There are no renewals.
87.
1. Costs Included in Hourly Rates and Permissible Reimbursements For hourly Customer RFQs, please confirm whether the contractor’s proposed not-to-exceed hourly rate must include all assignment-related costs, including travel, lodging, mileage, parking, per diem, equipment, background screening, and any overtime or after-hours premium. If a Customer requires onsite performance, travel outside the staff member’s normal work location, or work exceeding 40 hours per week, may the Customer separately reimburse approved travel expenses or pay an overtime premium through the RFQ and Purchase Order? If so, please identify the applicable reimbursement and pricing rules.
The Proposed Prices provided in the Contractor’s price sheet are contemplated for Information Technology Staff Augmentation services that are performed at the Customer’s physical work location.
Reimbursement for travel expenses may be contemplated in an applicable Customer SOW.
Travel expenses are not reimbursable unless specifically authorized by the Customer in writing and will be reimbursed only in accordance with section 112.061, F.S.
88.
2. Subcontractor and Contingent-Worker Approval Process Attachment C requires prior written Department approval before subcontracting any work and defines “subcontractor” broadly to include affiliates, partners, teammates, and other third parties. Please clarify how this requirement applies to IT staff augmentation candidates. Specifically:
Are individuals employed directly by the contractor as W-2 employees exempt from subcontractor approval?
Are independent contractors, corp-to-corp consultants, and candidates supplied through staffing partners considered subcontractors requiring prior Department approval?
Must approval be obtained before contract execution, before responding to a Customer RFQ, before submitting a candidate, or only before the individual begins work?
Is approval granted at the staffing-partner/company level or separately for each proposed individual?
W-2 employees are not subcontractors. See Section 7.4 ‘Employees, Subcontractors, and Agents’ of Attachment C, Enterprise Standard Terms and Conditions.
See Section 7.4 ‘Employees, Subcontractors, and Agents’ of Attachment C, Enterprise Standard Terms and Conditions.
See Section 7.4 ‘Employees, Subcontractors, and Agents’ of
Terms and Conditions.
See Section 7.4 ‘Employees, Subcontractors, and Agents’ of Attachment C, Enterprise Standard Terms and Conditions.
