About this opportunity
The Greater Orlando Aviation Authority (GOAA) is seeking a Preferred Ground Transportation Provider Concession for Orlando International Airport (MCO), with a comprehensive Request for Proposals (RFP) issued to secure a high-quality ground transportation service provider. The selected vendor will be responsible for operating ground transportation services using limousines, sedans, vans, and buses to key destinations including State Road 192, Disney Property, resort properties, Lake Buena Vista, International Drive, Downtown Orlando, and Downtown Winter Park. Specific vehicle requirements mandate a minimum fleet of two limousines, eight sedans, seven vans, and thirty buses. The contract will have a five-year term beginning in 2025, with proposals due by November 21, 2024, and an anticipated contract recommendation to the Aviation Authority Board on January 15, 2025. Evaluation criteria will be based on six scored components: demonstrated experience, management and staffing plans, vehicle supply, marketing plans, ACDBE participation, and financial return, with a total possible score of 100 points. A pre-proposal meeting is scheduled for October 24, 2024, to provide additional guidance to potential proposers.
The procurement includes a mandatory Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation goal of 10%, requiring proposers to demonstrate commitment to minority business involvement. Financial requirements include a minimum annual concession fee of at least $1,000,000, with a tiered revenue-sharing structure of 10% on the first $10 million, 8% on $10-18 million, and 7% on amounts above $18 million. Proposers must demonstrate financial stability, provide proof of insurability, and comply with e-verification requirements for employment eligibility. The contract will require comprehensive insurance coverage and adherence to the airport's ground transportation rules and regulations. While no incumbent vendor is specifically mentioned, the airport operates without local tax dollars and has a significant economic impact estimated at over $41 billion pre-COVID. The airport serves over 150 non-stop destinations with 38 airlines and experienced 57,735,726 total passengers in 2023, suggesting a robust market for the ground transportation concession. The total fiscal year 2024 budget for the airport is $831,620,000, indicating substantial operational infrastructure to support the selected ground transportation provider.
