About this file
This is a Request for Proposals (RFP) issued by the Greater Orlando Aviation Authority for a Preferred Ground Transportation Provider Concession at Orlando International Airport (MCO). The RFP seeks a qualified vendor to provide high-quality ground transportation services using limousines, sedans, vans, and buses, with a contract term of five years beginning in 2025. The successful proposer will be required to operate a ground transportation service to specific destinations including State Road 192, Disney Property, resort properties, Lake Buena Vista, International Drive, Downtown Orlando, and Downtown Winter Park. The minimum vehicle requirements include two limousines, eight sedans, seven vans, and thirty buses. A pre-proposal meeting is scheduled for October 24, 2024, with proposals due by November 21, 2024, and an anticipated contract recommendation to the Aviation Authority Board on January 15, 2025.
The RFP includes a 10% Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation goal and requires proposers to submit a minimum annual concession fee of at least $1,000,000. The financial return to the Aviation Authority will be calculated using a tiered percentage of gross receipts: 10% on the first $10 million, 8% on $10-18 million, and 7% on amounts above $18 million. Proposers must demonstrate financial stability, provide proof of insurability, and comply with e-verification requirements for employment eligibility. The Aviation Authority will evaluate proposals based on six scored criteria: demonstrated experience, management and staffing plans, vehicle supply, marketing plans, ACDBE participation, and financial return, with a total possible score of 100 points.

2 Management Plans, Staffing Plans, and Customer Service Policies
Points Based 10 (10% of Total)
3 Vehicle Supply Points Based 20 (20% of Total) 4 Marketing Plans Points Based 15 (15% of Total) 5 ACDBE Participation Points Based 10 (10% of Total) 6 Financial Return to the
Aviation Authority Points Based 25 (25% of Total)
Total 100
The scoring of Financial Return to Aviation Authority will be based on a mathematical calculation. The Proposer providing the highest Minimum Annual Concession Fee to the Aviation Authority will receive the maximum points. Then, the Committee will calculate a “percentage ratio” by dividing each of the other proposers’ percentages by the highest percentage. Then, the maximum points will be multiplied by the “percentage ratio” respective to each proposer. Scores and percentages will be rounded to the second decimal. For example:
Proposer Financial Return to the Authority
Percentage ratio Score (if Max Score is 25)
Proposer A $1,500,000 100% (1,500,000/1,500,000=1.00)
25 (25x1)

20.75 (25x0.83)
Proposer C $1,000,000 67% (1,000,000/1,500,000=0.67)
16.75 (25x0.67)
25-115-RFP Preferred Ground Transportation Provider Concession BASE REV 10/08/2024
h. The Aviation Authority, in its sole discretion, determines the points to be awarded to each category in the Evaluation Criteria based on the materials submitted in a proposal. The Aviation Authority may award the Concession to the responsible and responsive proposer submitting the proposal, which is deemed the most advantageous to the Aviation Authority, price and other factors being considered.

The Aviation Authority must assess ACDBE participation in accordance with the above-referenced Federal Regulations.
