About this opportunity
The City of Johns Creek is requesting sealed proposals for design-build services to construct a pre-fabricated pedestrian bridge at Shakerag Park, with bids due September 28, 2022 at 2:00 PM (ITB 22-271). This solicitation is now closed; the City issued a no-award notice on October 20, 2022.
The scope called for a 30-foot by 5-foot pre-fabricated pedestrian bridge constructed of metal or composite material with metal, composite, or concrete decking, installed over a creek as part of a new nature trail within Shakerag Park. The contractor was required to provide design details stamped by a Georgia-licensed structural engineer, design and install necessary abutments, and complete work in turnkey fashion. The contract required bidders to visit the project site and submit a one-page written approach describing abutment type and installation access methods, plus references for three similar projects and cut sheets of the proposed bridge model.
The contract term was 120 calendar days from the Notice to Proceed for substantial completion, with 10 percent retainage held until final acceptance. Pricing was firm and fixed. The contractor was responsible for all labor, materials, equipment, permitting, and licensing costs, and had to comply with Georgia Department of Transportation specifications, OSHA standards, ADA requirements, and Georgia's Security and Immigration Compliance Act. Bonding included 5 percent bid bond, 100 percent payment bond, and 100 percent performance bond equal to contract value. Insurance requirements included worker's compensation at statutory limits and commercial general liability with minimum $1 million per person / $2 million per occurrence (bodily injury) and $500,000 per occurrence (property damage). Liquidated damages of $150 per calendar day applied for delays beyond 120 days.
The project was federally assisted, requiring compliance with Title VI of the Civil Rights Act and provisions for disadvantaged business enterprises. Questions were due September 14, 2022 at 5:00 PM via BidNet. Three bids were received: Excellere Construction LLC, Marietta, Georgia ($119,600); J.G. Leone Enterprises, Inc., Canton, Georgia ($217,500); and S.H. Creel Contracting, Powder Springs, Georgia (non-compliant, $1.00 placeholder).
