About this opportunity
The City of Indianapolis and Marion County, through the Marion County Sheriff's Office, is soliciting proposals under RFP-33SHF-331 for pre-employment and internal promotion screening services, with questions due November 25, 2026 and proposals due by 12:00 p.m. Eastern Time on December 11, 2026. The solicitation sets participation goals of 15% MBE, 8% WBE, 3% VBE, and 1% DOBE in subcontracted work, or good faith efforts toward those percentages, and the participation plan carries 10 of 100 evaluation points.
Vendors must develop, validate, administer, score, and assess job-related tests for Detention Deputies, Inmate Logistics Specialists, Jail Control Operators, and Sworn Deputies, including Reserve Deputies. Services include job task analysis, written and structured oral exam development, rater training, remote and on-site administration, and adverse impact analysis. Required volume is four pre-employment processes annually for Detention Deputies, Jail Control Operators, and Inmate Logistics Specialists, a minimum of three annually for Sworn Deputies, and four incumbent promotion processes annually for Detention Deputies and Sworn Deputies. Vendors must demonstrate a minimum of three years of experience providing these services.
Funding comes from County General funds, subject to availability and budgetary considerations. The initial term is two years, with renewal by mutual agreement for terms not exceeding the original length. Vendors submit cost matrices by service and process with annual totals and all direct and indirect costs. Vendors must also indicate whether they will extend pricing to Indiana political subdivisions on the same terms, state whether a freight differential applies outside Marion County, and provide quarterly usage reports on request. The City disclaims responsibility for purchase orders issued by other subdivisions. No performance bond is required, and proposals remain valid for 180 calendar days.
The incumbent is Testing for Public Safety, LLC under Contract 18215. Evaluation criteria are cost/budget (30 points), ability to comply with scope (35), public safety experience (15), personnel requirements (5), references (5), and the participation plan (10). Required insurance includes commercial general liability of $1 million per occurrence and $2 million aggregate, and auto liability of $1 million combined single limit. Vendors must also submit a nepotism compliance form under Indiana Code Chapter 36-1-21, complete the RFP Exception Sheet for any deviations from the Sample Professional Services Agreement, and certify E-Verify compliance.
