About this opportunity

Unified Fire Authority (UFA) is requesting proposals for pre-employment psychological evaluations for firefighter candidates under RFP #2026-04, with proposals due October 1, 2026 at 11:00 a.m. MST through the Bonfire platform.

UFA serves 489,555 residents across 15 municipalities in Salt Lake County and one municipality in Utah County. The scope requires administration and interpretation of the Minnesota Multiphasic Personality Inventory-3 (MMPI-3) and California Psychological Inventory (CPI), personal history review, background investigation narrative review, medical records review, and clinical interviews. All evaluations must be evidence-based, legally compliant, and completed within 14 days of assessment. The provider must accommodate approximately 40–50 firefighter candidates annually.

The resultant agreement will run for an initial three-year term with two optional two-year renewal periods. Proposals are evaluated on qualifications to meet scope of work requirements (30% weight), approach to services (20%), experience working with public agencies (20%), and fee proposal (30%). The selected supplier must submit a complete fee schedule on a per-evaluation basis with all fees itemized; pricing must remain firm for the contract duration unless manufacturer prices increase, in which case the supplier provides notice and UFA receives full benefit of any price decreases.

Insurance requirements include Worker's Compensation, $1 million per occurrence / $2 million aggregate Commercial General Liability, and $1 million Comprehensive Automobile Liability, with UFA named as additional insured. Invoices are paid within thirty days of receipt. UFA reserves the right to conduct oral interviews and onsite inspections with prospective offerors. Any proposal may be accepted without discussion or negotiation within ninety days of submission. UFA may terminate the agreement for unsatisfactory performance, material breach, insolvency, or for convenience with thirty days' notice.
