About this opportunity
Gwinnett County Board of Commissioners is soliciting bids for pre-approved non-emergency medical transportation services for seniors and disabled adults on an annual contract basis, with bids due September 15, 2022 at 2:50 p.m. Physical submission only; electronic submittals are not accepted. Vendors on the Gwinnett County ineligible source list or under debarment or suspension are ineligible to submit.
The scope encompasses door-through-door service with manifests provided in Microsoft Excel format identifying ambulatory or non-ambulatory client status. The primary service provider must handle approximately 50–90 trips per day Monday–Friday and 0–40 trips Saturday–Sunday, with clients booking through the Gwinnett County Senior Center Transportation line requiring mandatory three business day advance notice. Service includes seven line items: approximately 91,000 miles for ambulatory clients, 34,000 miles for vehicle lift and wheelchair accommodation clients, 50 miles for stretcher service clients, 1,300 additional out-of-hours trip charges, 1,800 escort charges, 200 out-of-county flat fees, and 150 holiday service charges. Drivers must escort clients from home to appointments but are not authorized to provide medical lifting or transfers. Subcontractors are permitted with prior county approval, excluding Transportation Network Companies and ride-sharing services such as Uber and Lyft. The service provider bears responsibility for fees charged by medical practitioners resulting from late arrivals or provider cancellations. Monthly reports are due by the second calendar day of each month.
The award information reflects seven competing bids. Koch Transportation Services, LLC was recommended as Primary Service Provider with a total bid of $364,912.50, and AllStars Transport & Logistic, LLC as Secondary Service Provider with $555,250.00. Both committed pricing firm across multiple renewal options with specified annual increase percentages. Clients assigned to a secondary provider remain with that provider for the contract duration, though the county reserves reassignment rights.
