About this opportunity

The City of Atlanta is issuing a pre-advertisement notice for rental and lease-to-purchase of fleet and off-road equipment for the Department of Public Works, with a virtual pre-solicitation conference scheduled for June 15, 2026.

The procurement is structured across four equipment classification groups: light-duty vehicles (up to 10,000 pounds GVW), medium-duty equipment (10,001 to 26,000 pounds GVW), heavy-duty equipment (26,001 pounds GVW and above), and off-road construction and industrial equipment. Vendors may submit proposals for one or more groups. All equipment must be fully operational, compliant with federal, state, and local regulations, and ready for immediate deployment upon delivery and written acceptance by the City's Fleet Management Division.

Contractor qualifications require a minimum of five years of experience supporting municipal waste or governmental fleet operations and maintenance of a fully operational service facility within 50 miles of Atlanta. The facility must be capable of diagnostics, major repairs, warranty service, and preventative maintenance. Contractors must provide 24/7 emergency standby support and mobile service technician availability throughout the metropolitan Atlanta area.

Delivery timelines are critical: municipal equipment within 24 hours of purchase order receipt, standard equipment within 24 to 48 hours, and specialty or heavy equipment within five business days. Contractors must maintain a minimum 90 percent on-time delivery rate and 90 percent uptime rate, with emergency repair response required within four hours. If repairs cannot be completed within 48 hours, comparable replacement equipment must be provided at no additional cost. Contractors assume responsibility for all preventative maintenance, manufacturer-required inspections, recall repairs, and warranty service. All equipment must comply with OSHA, ANSI, and DOT regulations, with telematics systems and backup cameras preferred or required depending on equipment type.
