About this opportunity

The City of Atlanta is soliciting proposals for Citywide Mobile Civilian Response and Pre-Arrest Diversion Services through an RFP process with a pre-solicitation conference notice period closing August 31, 2026, and formal RFP issuance to follow. This procurement is exempt from mandatory diversity program requirements because the project value falls below $100,000; however, the City encourages voluntary participation in its Small Business Enterprise (SBO), Emerging Business Enterprise (EBO), federal Disadvantaged Business Enterprise (DBE), and Airport Concession Disadvantaged Business Enterprise (ACDBE) programs, including joint venture arrangements with minority and female-owned certified firms.

Selected contractor(s) will deliver community-based crisis response, behavioral health intervention, case management, care coordination, outreach, and diversion services designed to reduce unnecessary law enforcement involvement. Vendors must arrive at service locations within thirty minutes or less, operate Monday through Friday from 7 a.m. to 7 p.m. with potential expansion to late-night and weekend hours, serve up to five individuals per response, and provide mobile community referrals responding to ATL311 requests and E911 call diversions. Case management extends up to one year; community outreach requires a minimum of twelve NPU meetings and one community event monthly; follow-up communication must occur within seventy-two business hours. Vendors must demonstrate experience delivering trauma-informed crisis response and behavioral health services; coordinate with public safety agencies and community partners; maintain records management systems; possess background in harm reduction and behavioral health; and staff required operating hours with full-time supervisors, social workers, data analysts, and financial managers.

The contract term is an initial two years with options to renew for up to two additional one-year terms, for a potential total of four years at the City's discretion. Performance is measured by a Service Level Agreement with payment tied to achievement: 95–100% performance receives full contracted payment; 90–94% receives proportional payment; 80–89% receives reduced payment with potential corrective action; 0–79% receives minimal payment with possible contract termination. Service begins January 2027. Contractors must maintain Workers' Compensation at statutory limits with Employer's Liability of $1,000,000 per occurrence; Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate; Commercial Automobile Liability of $1,000,000 combined single limit; and Excess or Umbrella Liability of $3,000,000 per occurrence.
