About this opportunity
The City of Atlanta Department of Aviation is conducting a Multi-Step Sealed Bid procurement process for qualified contractors to provide construction services for airfield pavement repairs and related infrastructure improvements at Hartsfield-Jackson Atlanta International Airport over a three-year period (2024-2026). The procurement will commence with a prequalification phase followed by an Invitation for Bid (IFB), with a Pre-Solicitation Conference to be noticed and held to provide additional details. The scope of work encompasses concrete spall repairs, joint and crack sealing, asphalt shoulder repairs, selective grading, full-depth slab replacements, drainage improvements, and maintenance of Non-Licensed Vehicle Roadways (NLVRs) supporting airfield operations and emergency response. All work will be performed within the Airport Operations Area (AOA) during normal operational hours (0630-2330 daytime and 2330-0630 nighttime), with construction activities anticipated primarily during nighttime hours to minimize disruptions to aircraft operations; however, certain critical repairs may require continuous 24-hour, seven-day-per-week operations where extended runway or taxiway closures are necessary. Prequalified contractors will be evaluated on demonstrated experience performing construction within active airfield environments, technical capability, safety compliance and performance, and capacity to deliver services in accordance with Federal Aviation Administration (FAA) regulations and airport operational requirements. The contractor must commence work within ten (10) business days following Notice to Proceed and achieve substantial completion within 790 calendar days, with substantial completion of the entire project serving as a liquidated damages milestone imposing penalties of $3,000 per calendar day for delays. Deliverables include detailed project-specific quality control plans to be submitted at least fifteen (15) calendar days before mobilization, comprehensive submittals including shop drawings and product data within specified timeframes allowing a minimum of 21 calendar days for engineer review, and monthly invoicing structured through a Schedule of Values for lump sum items. The posting date was March 31, 2026, with a due date of May 1, 2026.
The solicitation documents do not identify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendors; however, the contract establishes rigorous requirements that effectively restrict participation to contractors with substantial experience in active airport environments and the financial capacity to meet extensive operational and compliance obligations. All personnel working in the Security Identification Display Area (SIDA) must obtain airport badging and submit to fingerprinting and FBI background checks covering the past ten years, with associated costs of $50 per criminal history records check and $60 per badge. Contractors must establish dedicated project staffing including a Project Manager, Primary and Alternate Safety Managers, Superintendents, Project Scheduler, Quality Control Manager, and Site Survey Manager, all of whom must remain on-site throughout the project, and must engage essential subcontractors for specialized functions including joint sealing, pavement marking and striping, PCCP maintenance and repair, PCCP slip form paving, site electrical/NAVAIDS work, and AMA escorting services. All vehicles operating in the AOA must carry minimum liability insurance of $10,000,000 and display permanent signage visible from 500 feet. The contract imposes additional financial obligations including waste management with a minimum 90% landfill diversion rate and compliance with stringent dust control measures, vehicle emissions and idling reduction plans, and fundamental building systems commissioning in accordance with LEED v4 standards. No specific budget or award value is disclosed in the available procurement documents, though the scope and complexity of the multi-year, full-depth airfield repair project at a major international airport suggests a substantial contract value.

The City of Atlanta, on behalf of the Department of Aviation, will shortly undergo a Multi-Step Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bid (IFB) towards the procurement of qualified contractors to provide construction services for airfield pavement repairs and related infrastructure improvements at Hartsfield-Jackson Atlanta International Airport. Interested vendors during the prequalification phase will be evaluated on their demonstrated experience performing construction within active airfield environments, including airfield pavement repair, safety compliance, and coordination within secure, operational airport settings. Evaluation will consider the contractor's technical capability, safety performance, and capacity to deliver services in accordance with FAA regulations and airport operational requirements. The City's expectation is that the selected contractor will deliver timely, compliant, and high-quality repair and maintenance services that support airfield safety, operational reliability, and continuity of airport operations. A Pre-Solicitation Conference will be noticed and held to provide more details and address questions. Hope to see you there.
