About this file

This is a Draft Scope of Work for the City of Atlanta Department of Aviation regarding airfield repairs and maintenance at Hartsfield-Jackson Atlanta International Airport for the period 2024-2026. The project addresses deficiencies in airfield pavements and associated infrastructure through concrete spall repairs, joint and crack sealing, asphalt shoulder repairs, selective grading, full-depth slab replacements, drainage improvements, and maintenance of Non-Licensed Vehicle Roadways (NLVRs) that support airfield operations and emergency response. All work will be performed within the Airport Operations Area (AOA) during normal airfield operational hours, defined as daytime hours from 0630 to 2330 and nighttime hours from 2330 to 0630. Construction activities are anticipated primarily during nighttime hours to minimize impacts to aircraft operations; however, certain work activities may require continuous 24-hour, seven-day-per-week operations where extended runway or taxiway closures are necessary to complete critical repairs safely and efficiently. Actual locations and quantities will be provided following Notice to Proceed (NTP) and prior to construction.

The procurement will follow a Multi-Step Sealed Bid process beginning with a prequalification phase, followed by an Invitation for Bid (IFB). Prequalified contractors will be evaluated on demonstrated experience performing construction within active airfield environments, including airfield pavement repair, safety compliance, and coordination within secure, operational airport settings. Evaluation criteria include technical capability, safety performance, and capacity to deliver services in accordance with Federal Aviation Administration (FAA) regulations and airport operational requirements. A Pre-Solicitation Conference will be noticed and held to provide additional details and address vendor questions.
