About this opportunity
The City of Atlanta, on behalf of the Department of Aviation, is conducting a multi-step competitive sealed bidding process—qualification phase followed by Invitation for Bid—to procure contract personnel supporting the Credentialing Office, with proposals due June 30, 2026.
The scope requires five contract personnel to perform fingerprinting, identity verification, biographic data collection, credential processing, data entry, applicant check-in, queue management, customer service, and badge application support in compliance with TSA requirements under 49 CFR Part 1542 and the Airport Security Program. All personnel must become designated Trusted Agents, complete comprehensive training in TSA regulations and security protocols, and demonstrate capability to process a minimum of 29 applicants per 8-hour shift within 60 calendar days of assignment. Personnel must protect PII and SSI, comply with all security procedures, and meet operational performance expectations. Vendors must demonstrate sufficient staffing capacity, supervisory oversight, and replacement capability to provide uninterrupted coverage in a high-volume, security-sensitive airport environment.
Performance is measured through daily productivity monitoring, weekly supervisor reviews, and monthly formal assessments tracking throughput, accuracy, compliance, customer service, and attendance. The contract incorporates a 4-month rolling error-point system; critical security and regulatory errors carry zero tolerance, while non-critical administrative errors allow 1–2% threshold. Personnel will be compensated for City-observed holidays and early releases at the Director of Public Safety and Security's discretion.
The expected contract value falls below $100,000, so no mandatory diversity-program participation is required. The City actively encourages voluntary participation in Small Business Enterprise (SBO) and Emerging Business Enterprise (EBO) programs. A Pre-Solicitation Conference will be noticed to provide additional details. The City of Atlanta will provide all workstations, biometric systems, training materials, secure system access, and workspace. Contractors must submit cost proposals identifying hourly rates for the five personnel.
