About this opportunity
The Town of Mooresville, North Carolina, is seeking proposals for a postage meter lease across three municipal locations: Town Hall, One Mooresville Center (OMC), and Mooresville Public Library. The procurement involves a 60-month lease term beginning in December 2023, with vendors required to provide postage meters equipped with scales, online postage rates, label printers, maintenance, and installation/training services. Vendors must submit proposals electronically through the town's eProcurement Portal by November 14, 2023, at 2:00 pm, with an anticipated award date of November 20, 2023. The town currently has existing postage meter equipment, including a Quadient IS-330AI-5M at Town Hall (which processed 19,008 mail pieces in the past year) and a Pitney Bowes SendPro C Series 4 at the Public Library, while the One Mooresville Center has no current postage meter. Evaluation criteria will include overall cost, vendor performance and integrity, service record, proposal responsiveness, and proximity to Mooresville, with the town reserving the right to select the most advantageous proposal that best meets their needs, not necessarily the lowest-cost option.
The solicitation does not explicitly specify set-aside designations or restrictions on responding organizations. Vendors must be registered with the NC Secretary of State and provide a single account manager who will handle monthly or quarterly invoicing. The procurement requires vendors to comply with standard municipal contracting provisions, including E-Verify compliance, insurance requirements (such as Commercial General Liability coverage with $500,000 per occurrence and $1,000,000 aggregate limits), and adherence to the town's Standard Vendor Agreement and Local Government Contractual Terms & Conditions Rider. While specific budget ranges are not detailed, the town seeks individual leases for each location with preferably coterminous expiration dates. Vendors must be prepared to provide comprehensive documentation, including a Vendor Signatory Form and potential additional certifications of authorized signatories. The town reserves the right to reject any and all bids submitted and will select the proposal that represents the best overall interest of the municipality.
