About this file

This is a Request for Proposals (RFP) issued by the Town of Mooresville, North Carolina, seeking a vendor to provide a postage meter lease for three municipal locations: Town Hall, One Mooresville Center (OMC), and Mooresville Public Library. The RFP requests proposals for a 60-month lease term beginning in December 2023, with delivery and installation required by that date. Vendors must provide postage meters with scales, online postage rates, label printers, maintenance, and installation/training. The response deadline is November 14, 2023, at 2:00 pm, with proposals to be submitted electronically through the town's eProcurement Portal. The anticipated award date is November 20, 2023, with a proposed contract start date of December 1, 2023.

The town is seeking individual leases for each location, preferably with coterminous expiration dates. Current equipment includes a Quadient IS-330AI-5M postage meter at Town Hall (which processed 19,008 pieces of mail in the past 12 months) and a Pitney Bowes SendPro C Series 4 at the Public Library. The One Mooresville Center currently has no postage meter. The evaluation will consider overall cost, vendor performance and integrity, service record, proposal responsiveness, and proximity to Mooresville. The town will award the contract based on the most advantageous proposal that best meets their needs, not necessarily the lowest-cost option. Vendors must provide a single account manager, submit monthly or quarterly invoices, and be registered with the NC Secretary of State.
