About this opportunity

The Port of Portland is soliciting bids under Solicitation No. 2026-14774 for replacement of passenger boarding bridge floors at Portland International Airport in Multnomah County, Oregon, with a pre-bid meeting on November 5, 2026 at 9 a.m. via Microsoft Teams and electronic bids due by 2 p.m. on November 18, 2026. Nonresident bidders receive a percentage increase to their bids equal to the preference their home state gives its own bidders, and every bid must identify whether the bidder is resident or nonresident.

The work removes and disposes of existing flooring and subflooring in passenger boarding bridges and a fixed walkway, then installs new marine-grade plywood subfloor and indoor/outdoor carpet. The five bid items are mobilization and demobilization (one lump sum); demolition and replacement of 10 Type 1 bridges (Model A3 60/119), 8 Type 2 bridges (Model A3 58/110), and 2 Type 3 bridges (Model A3 68/141); and one fixed walkway. Crews work through three to four bridges per week over a six-week phased schedule, completing each bridge within four consecutive days. Bridges leave service no earlier than 0800 Monday and return by 1800 Friday. The contractor coordinates with PDX operations and maintenance, places barricades at holdroom doors, and coordinates with other airport construction. Access to airfield points at Gates 46 and SA-14 requires Federal Security Checkpoint clearance, and contractor laydown is at Building 8855.

Bidders must hold registration with the Oregon Construction Contractors Board and submit a statement of compliance with prevailing wage requirements under ORS 279C.800 to 279C.870. Bid security must equal at least 10 percent of the total amount bid, and first-tier subcontractors must be disclosed within two working hours after bid opening. The contract requires a 100 percent performance bond, a 100 percent labor and material payment bond, commercial general liability insurance of not less than $1 million per occurrence, and all-risk builder's risk insurance to 100 percent of the work value. No prequalification is required, and asbestos licensing is not required under ORS 468A.720. The Port may disqualify bidders for criminal history, lack of proper licensing, insufficient insurance, or unsatisfactory performance on prior contracts, and it reserves the right to reject any or all bids.

Substantial completion is due within 45 days of the Notice to Proceed, with final acceptance within 90 days after substantial completion. Liquidated damages of $500 per day apply to delays beyond the substantial completion date.
