About this opportunity

Portage County, Wisconsin, is seeking bids for a new 40' x 11' above-ground truck scale system through its Purchasing Department. The procurement is a Request for Bid (RFB) for a comprehensive automated weighing solution to track inventories of incoming and outgoing construction materials, specifically including salt. The scale system must include a concrete platform, data collection kiosk, RFID reader, transponder tags, and remote display capabilities that allow drivers to complete weighing processes without exiting their vehicles. Bidders must be original manufacturers, authorized distributors, or dealers with service and repair capabilities, and must provide three references from comparable institutions served within the past three years. The bid specifications require a 90,000-pound concentrated load capacity, six 66,000-pound load cells with a 25-year warranty, and a 10-inch reinforced concrete deck. Key deadlines include a bid submission due date of May 28, 2019, at 2:00 PM, with a public bid opening at Portage County Purchasing. Questions regarding specifications were required to be submitted in writing by May 20, 2019, to Calvin Winters, Procurement Director.

The contract requires the awarded vendor to coordinate with the current highway improvement project's general contractor, ensuring completion no later than October 1, 2019. While no specific set-aside designations were mentioned, the bid evaluation will focus on selecting the lowest total cost from a responsive and responsible bidder, with consideration given to delivery timeliness and life-cycle costs. The contractor will be responsible for comprehensive installation services, including excavation, foundation work, crane services, concrete approach and ramp work, pole installation for RFID components, and system integration. Portage County Highway will handle soil testing, permits, and electrician services. The procurement includes a comprehensive warranty package: one year on parts and labor, five years on the weigh bridge (contingent on a service agreement), and 25 years on load cells. Bidders must provide pricing that remains firm for 45 days after the bid opening, with all costs including freight, installation, setup, and instruction to be included at no additional cost to the county. While no specific budget range was disclosed, the detailed technical specifications suggest a significant investment in advanced weighing infrastructure.
