About this opportunity
Pinellas County, Florida is requesting quotes for portable toilets and handwashing stations rental, delivery, and service to support routine county operations and emergency response, with proposals due October 6, 2026 at 3:00 p.m. via OpenGov. Pinellas County Certified Small Business Enterprises submitting within the first five business days receive preference; those submitting after receive a 5% price preference.
The scope encompasses supplying, delivering, installing, maintaining, servicing, relocating, and removing standard portable toilets, ADA-compliant units, deluxe units, and handwashing stations, all arriving clean, fully operational, and stocked with toilet paper, soap, paper towels, and hand sanitizer. For emergency response, vendors must provide 24/7 availability with four-hour response times, hurricane prestaging support, storm-damage unit replacement, and ADA-compliant placement and securing. The County may also request restroom trailers, shower trailers, laundry trailers, and sleeper trailers, each fully operational with alternate power and ongoing fuel support. All cleaning, servicing, repairs, fuel, generator support, and unit movement are included in rental and emergency setup fees. Vendors must comply with EPA disinfectant requirements.
Pricing must be quoted firm and fixed on a per-unit basis, delivered Free on Board to Pinellas County with prepaid transportation. Unit prices remain firm for the contract duration; vendors may request adjustments beginning 12 months after award using the U.S. Bureau of Labor Statistics Consumer Price Index or Producer Price Index, with requests submitted 90 to 120 days before each contract anniversary and not exceeding the relevant index change. The initial contract term is 36 months with two optional 12-month extensions, subject to County Administrator approval and unchanged prices, terms, and conditions.
Vendors must carry Workers' Compensation ($500,000 per-employee limits), Commercial General Liability ($1,000,000 per-occurrence), Business Automobile Liability ($1,000,000 per-accident), and Pollution/Environmental Legal Liability ($1,000,000 per-claim). All contractors must be registered with the Florida Division of Corporations and comply with federal, state, and local requirements, including FEMA grant provisions if applicable (equal employment opportunity, Davis-Bacon prevailing wage for construction over $2,000, Contract Work Hours and Safety Standards Act for contracts over $100,000, debarment verification through SAM, and domestic preference for U.S.-manufactured products). Site visits may be arranged with procurement officer Michael Calhoun at (727) 464-4123.
Opportunity text
Pinellas County establishes comprehensive requirements for vendors providing portable sanitation and hygiene facilities for both routine operations and emergency response. Core services include supplying, delivering, installing, maintaining, servicing, relocating, and removing portable toilets, ADA units, deluxe units, and handwashing stations. Vendors must ensure all units arrive clean, fully operational, properly secured, and stocked with necessary supplies, while performing regular servicing based on rental duration and increased cleaning frequency for 24/7 emergency shelters.
For emergency services: vendors must be available 24/7, respond to emergency requests within four hours, support hurricane pre‑staging, comply with ADA accessibility and placement requirements, secure units appropriately for storm conditions, and replace damaged units promptly after impact. All cleaning, servicing, repairs, fuel, generator support, and movement of units are included within the rental and emergency setup fees.
Beyond basic portable units, the County may request additional facilities, restroom trailers, shower trailers, laundry trailers, and sleeper trailers, all of which must be delivered fully operational with alternate power and ongoing fuel support. Staffing requirements, safety standards, invoicing rules, and detailed record‑retention obligations ensure vendor accountability and operational readiness throughout emergency deployment and recovery.
