About this opportunity
The Michigan Department of Natural Resources is requesting proposals for portable toilet rental services at Belle Isle State Park and Milliken State Park and Harbor in Detroit under RFP 260000002242, with proposals due July 8, 2026 at 3:00 p.m. Eastern and written questions due June 29, 2026 at 3:00 p.m. Eastern.
The scope encompasses furnishing, installing, maintaining, and servicing portable toilet units, portable washing and hand sanitizing units, and cleaning and stocking services at multiple park locations including the beach, sunset point, restrooms, shelters, and special event venues. Services are required May 1 through September 30 annually. The contractor must deliver all contract activities within 2 calendar days of order receipt and perform on-site maintenance within 48 hours of problem notification. Cleaning and sanitization must occur twice weekly, preferably Mondays and Fridays, with collection and servicing available on an as-needed basis. All portable toilet buildings remain the contractor's property. Pricing must be firm for the entire contract term; adjustments are permitted only for documented changes in actual contractor costs subject to mutual agreement following 30-day review. Liquidated damages of $5,000 plus $100 per day apply for late or improper completion.
The contract term is three years effective August 1, 2026, with an option for up to three additional one-year renewal periods at the State's sole discretion. Proposals must demonstrate at least three relevant projects of similar size and scope within the past five years and include current and projected Michigan employee counts and wage information. The State evaluates on a Pass/Fail basis across Statement of Work compliance, Vendor Questions Worksheet responses, and pricing, awarding to the responsive and responsible bidder offering best value. Bidders must accept the State's standard contract terms as written or submit proposed modifications with tracked changes and clear explanations. The State reserves the right to conduct on-site visits, request oral presentations, interviews, and reference checks. Proposals must be submitted electronically through Michigan SIGMA VSS in modifiable formats. The contractor must maintain commercial general liability insurance of $1,000,000 per occurrence, automobile liability of $1,000,000 per accident, and workers' compensation coverage. Patricia Graves is the Solicitation Manager and Contract Administrator at (517) 927-2272 or Gravesp2@michigan.gov. All undisputed invoices are payable within 45 days via Electronic Funds Transfer.
