About this opportunity
The Town of Dennis, Massachusetts is soliciting sealed bids through an Invitation for Bids for ADA wheelchair-accessible portable toilet rental with cleaning and maintenance at beach and park locations, with bids due December 4, 2026 at 11:00 a.m. Bidders must have a minimum of five years' experience maintaining restroom facilities, preferably municipal beach facilities, and must provide five references. Award is contingent on successful CORI clearance for all maintenance staff, who must complete CORI acknowledgement forms before work begins. The procurement is subject to Massachusetts General Laws Chapter 30B.
Quantities vary by season and by location north and south of Route 6. Pre-season runs March 1 through the Friday before Memorial Day, beach season runs from the Saturday of Memorial Day weekend through Columbus Day, and post-season runs from the Tuesday after Columbus Day through December 1. During beach season, all toilets must be cleaned, pumped, stocked, and maintained daily before 7:00 a.m. Pre- and post-season locations require service three times per week at the contractor's convenience. An add-alternate covers golf course locations at Highlands (three units) and Pines (two units) from April 1 through November 30 each year. Cleaning chemicals must be approved by the Town's Health Department and accompanied by Material Safety Data Sheets. The contractor must obtain annual pumping permits from the Dennis Health Department at no charge.
The contract runs three years, 2027 through 2029. Bidders submit pricing on Form A for each seasonal period across all three years. Insurance requirements include Comprehensive General Liability of $500,000 per occurrence and $1,000,000 aggregate, Automobile Liability of $500,000 per occurrence and $1,000,000 aggregate, and a $1,000,000 Umbrella Policy, with the Town named as additional insured. Workers' compensation is required as mandated by Massachusetts General Laws. No bid deposit is required. The Town may award the base bid or base bid plus the add-alternate depending on its best interests and will compare bids on proposed cost. Bids may be withdrawn before opening but cannot be withdrawn or modified for 60 days after opening. Submissions go to Kelly Race, Administrative Analyst, at Dennis Town Hall, 685 Route 134, South Dennis, MA 02660.
