The New Hampshire Department of Administrative Services, Division of Procurement and Support Services is requesting bids on 20 portable changeable message board signs (PCMS) with bids due August 14, 2026 at 10:00 a.m. Eastern Time and questions due August 5, 2026. The specification calls for Ver-Mac PCMS-1500 signs or approved equivalent alternatives meeting the detailed requirements in Attachment 1.
The scope includes two sizes: large signs (136 inches wide, 5-inch display height, 3 lines of 18-inch-high letters at 8 characters per line) and medium signs (96 inches wide, 4-inch display height, 3 lines of 12-inch-high letters at 8 characters per line). Signs must be full-matrix LED capable of variable-height text, fonts, and graphics. Qualification requirements are stringent: manufacturers must have been in business for a minimum of five years producing large and medium outdoor PCMS systems and must currently operate at least 10 different LED PCMS systems using NTCIP 1203 v02 protocol. Signs must comply with NEMA TS 4 standards and NTCIP 1203 v02 specifications, include seller-provided solar DC power and standby AC power with batteries supporting 30 days of continuous 12-volt DC operation, Ethernet connectivity, 4G/LTE cellular modem capability, Windows 11-compatible software (five licenses), and complete integration documentation for NHDOT's Advanced Transportation Management System. Vendors must provide one training session at delivery and a two-year warranty (following a two-month burn-in period) with 24-hour on-site response and seven-day repair commitment; failure to repair within seven days requires temporary replacement equipment at no cost.
Delivery is required within 30 days of purchase order receipt to NHDOT Bureau of Transportation Systems Management and Operations in Concord, New Hampshire, Monday through Friday between 8:00 a.m. and 2:30 p.m. with 48 hours' notice. Bid prices must be firm, F.O.B. Destination, include all delivery costs, and exclude special charges, surcharges, fuel charges, and credit card fees. Payment is Net 30 via ACH. This is a one-time order with no renewal options. All equipment must be new, current model year.
