About this opportunity
The State of Hawaii Department of Land and Natural Resources, Division of Boating and Ocean Recreation is requesting bids for demolition and debris removal at Port Allen Small Boat Harbor in Eleele, Kauai following Hurricane Lowell damage, with proposals due November 5, 2026 and a mandatory site visit required prior to bid submission.
Bidders must hold a valid State Contractor's License classified as Class "A" General Engineering and be incorporated or organized under Hawaii law or registered to conduct business in the State. An apprenticeship agreement preference of 5% discount applies to bidders certified to participate in registered apprenticeship programs with the State Department of Labor and Industrial Relations for each trade employed on the project. The contract requires performance of at least 20% of the contract value with the bidder's own organization and immediate workforce.
The scope includes removal and disposal of in-water and shoreline-adjacent debris, damaged floating docks with attached piping and electrical components, piers, gangways, railings, concrete sidewalks, delaminated asphalt, a partially submerged sailboat, and displaced debris identified in the hydrographic survey. Debris at depths exceeding 10 feet remains in place unless directed otherwise; unlabeled debris at 10 feet or shallower must be removed. Displaced armor stones at 10 feet depth or shallower must be relocated to the breakwater toe. Work must be completed within 60 consecutive calendar days from notice to proceed. Contractors may utilize the existing boat ramp for debris removal operations with coordination of priority vessel launch and retrieval. All landside debris stockpiles require sediment filter socks and plastic sheeting coverage during non-work hours.
The estimated project cost is $4 million. The bid includes four items: mobilization and demobilization (not to exceed 10% of items 2–4), best management practices installation and maintenance, demolition work, and a $200,000 allowance for additional work directed by the engineer. Award will be based on lowest responsible total sum bid; the Board reserves the right to reject any or all bids. Liquidated damages of $100 per calendar day apply for completion beyond the contract timeline. Performance and payment bonds equal to 100% of total contract price are required. Prevailing wage and comprehensive insurance requirements (including $1 million per occurrence commercial general liability) apply. Bids are submitted electronically through the State of Hawaii e-Procurement System (HIePRO). Contact the Kauai District Manager at 808-652-3660 or jeremiah.g.aguilera@hawaii.gov to arrange the mandatory site visit.
