About this opportunity

The City of Santa Fe's Youth and Family Services Division is seeking proposals for Pop-Up Case Management and Overnight Supervision Services for Unsheltered Individuals During 'Code Blue' Severe Weather, a critical social service procurement targeting emergency support for homeless populations during extreme weather conditions. The Request for Quotes (RFQ FY26-QQ-030) solicits organizations capable of providing comprehensive emergency case management and overnight shelter supervision during Code Blue events. Proposers must demonstrate proven experience working with homeless individuals, expertise in case management, ability to administer Narcan, and training in de-escalation techniques. Key deliverables include establishing emergency pop-up shelters, ensuring access to food and basic needs, providing overnight supervision by trained staff, and coordinating with the Youth and Family Services Program Manager. Evaluation criteria will assess proposers' organizational experience, service delivery methodology, and financial accountability. The solicitation has a submission deadline of October 28, 2025, at 5:00 PM, with proposals to be submitted directly to Kristen Woods, Program Manager, at krwoods@santafenm.gov.

The procurement allows for multiple awards, with a total budget of $30,000 allocated for the winter season. While no specific set-aside designations were explicitly mentioned, the RFQ appears to prioritize organizations with demonstrated capabilities in homeless services and emergency response. The solicitation does not indicate restrictions based on organizational size, type, or disadvantaged enterprise status, suggesting a competitive and open procurement process. No incumbent vendors were specifically identified in the documentation. The service requires integration with the City of Santa Fe's existing Code Blue policy and emergency response infrastructure, with successful proposers expected to coordinate closely with the Youth and Family Services Division. Proposers must submit a comprehensive project narrative detailing their experience, proposed approach, and budget, demonstrating their capacity to provide critical emergency services for vulnerable populations during severe weather events.
