About this opportunity

The Town of Manchester, Connecticut Water and Sewer Department is seeking bids for emulsion and Mannich polymers to be used in sludge thickening and dewatering processes at the Hockanum River Wastewater Treatment Facility. The procurement involves processing approximately 75,000 gallons per day of Waste Activated Sludge using new Vulcan rotary drum thickeners and Centrysys centrifuges. Bidders must first submit a Letter of Intent by June 24, 2022, and then complete laboratory jar tests with the Waste Water Treatment Plant Superintendent. The evaluation criteria include performance metrics such as cost per dry ton of solids, filter yield (>90%), percent moisture of dewatered sludge (20%), and feed rates. Bids are due electronically by July 19, 2022, at 11:00 am, with a question submission deadline of July 15, 2022, at 8:00 am. The initial contract term is two years, with potential extensions up to four additional years. Bidders must be prepared to provide liquid polymers in tractor trailer loads or 300-gallon totes.

The solicitation does not explicitly mention set-aside designations or restrictions for specific types of organizations. Bidders must create a free account with ProcureNow to submit electronic bids and must complete all laboratory tests by July 12, 2022. The town has storage capacity in the new Solids Handling Building, including two 2,000-gallon tanks for Mannich polymer and a 300-gallon tote location for emulsion. Price adjustments for contract extensions will be based on the U.S. Bureau of Labor Statistics Producer Price Index for plastic resins and materials. Bidders must provide comprehensive documentation of polymer characteristics, including percent activity and density, and are required to supply polymers for the performance trial at no cost. The town reserves the right to verify test results and potentially deduct costs for polymer inefficiencies exceeding 20% above the bid dosage for a 90-day period. While specific pricing details are not provided, the solicitation emphasizes a comprehensive testing and evaluation process to select the most suitable polymer provider for the municipality's sludge processing needs.
