About this file
This is an Invitation to Bid document from the Town of Manchester, Connecticut's General Services Department for Polymers and Service (Bid 21/22-94), specifically soliciting bids for emulsion and Mannich polymers used in sludge thickening and dewatering processes at the Hockanum River Wastewater Treatment Facility. The bid requires bidders to first file a Letter of Intent by June 24th, then complete laboratory jar tests and a full performance trial involving polymer application on centrifuges and rotary drum thickeners processing approximately 75,000 gallons per day of Waste Activated Sludge. The bid opening is scheduled for July 19, 2022 at 11:00 AM, with bids submitted electronically through the town's e-Procurement Portal. The initial contract term is two years with potential extensions up to four additional years, and bidders must be prepared to provide liquid polymers in tractor trailer loads or 300-gallon totes.
The contract will evaluate polymer performance using specific criteria including cost per dry ton of solids, filter yield (>90%), percent moisture of dewatered sludge (≥20%), and feed rates, with the town reserving the right to award polymers to separate or combined bidders. Price adjustments for contract extensions will be based on the U.S. Bureau of Labor Statistics Producer Price Index for plastic resins and materials. Bidders must provide comprehensive documentation of polymer characteristics, including percent activity and density, and may include an optional consultant fee. The town requires bidders to supply polymers for the performance trial at no cost and maintains the right to verify test results and potentially deduct costs for polymer inefficiencies exceeding 20% above the bid dosage for a 90-day period.

SPECIFICATIONS
FOR POLYMERS AND SERVICE
The Town of Manchester, Connecticut Water and Sewer Department invites bids on Emulsion and Mannich polymers for thickening and dewatering of sludge, respectively.
The thickening of approximately 75,000 gpd of Waste Activated Sludge (WAS) is accomplished using new Vulcan rotary drum thickeners.
The dewatering of blended sludge consisting of WAS and gravity thickened primary sludge is accomplished using new Centrysys centrifuges.
The dewatered sludge is transported to the Manchester Landfill in 30 yard containers by a contracted hauler.
Only liquid polymers available as tractor trailer loads or 300 gallon totes can be accepted.
The new Solids Handling Building (SHB) has two (2), 2000 gallon storage tanks for mannich polymer for dewatering and 300 gallon emulsion tote location for thickening.
The Town of Manchester will only consider bidders who have filed a Letter of Intent to perform a trial with the Purchasing Department on or before the close of business on or before June 24th. This Letter of Intent may be emailed to purchasing@manchesterct.gov
After filing their letter of intent, bidders will contact Carey Strout, Waste Water Treatment Plant Superintendent via email at cstrout@manchesterct.gov for an appointment to perform laboratory jar tests.
The Water and Sewer Department will provide a designated area for bidders to make any and all jar tests, filter leaf tests, or other laboratory determinations required to select a polymer for the performance trial.
Laboratory equipment, sample containers or other tools for determination shall be the responsibility of the Bidder.
All laboratory tests required for bid submission must be complete by July 12th.
After the laboratory evaluation and prior to the performance trial period, the bidder will submit a sealed bid with the bid forms attached herewith to the Purchasing Department, stating the polymer or polymer blend that the bidder intends to use in the performance trial and its cost delivered F.O.B. Manchester, Connecticut as hereinafter specified.
Bidders will be allowed to test only one polymer compound or blend of polymers for thickening of WAS and one (1) for dewatering of blended sludge in the performance trial. The polymers to be tested shall be fed from bidder supplied containers.
mailto:purchasing@manchesterct.gov mailto:cstrout@manchesterct.gov
Bids submitted specifying polymers other than the actual trial jar tested polymer or polymer blend will not be considered.
After submittals of bids, the Water and Sewer Department will schedule performance trials as determined by the Treatment Manager.
The evaluation of the performance trial will be based upon the following criteria:
1. Cost per dry ton of solids applied to the Centrifuges and Rotary drum. Determined as:
Cost per Dry Ton = Cost of Polymer Used in Dollars Dry Ton of Sludge
The cost of polymer used in dollars is based on the bid cost and polymer volume used during the performance trial.
The dry ton of sludge is based on composite samples of the feed TS minus the filter TS and the feed volume.
2. Filter yield. The filter yield must be greater than 90%, determined as:
Filter Yield = Filtrate Percent TS x Filtrate Volume in Gallons x 100 Feed Percent TS x Feed Volume in Gallons
3. Percent moisture of dewatered sludge must be ≥ 20% at a minimum feed rate of 125 gpm.
Percent moisture of thickened sludge shall be ≥ 4% at a minimum feed rate of 150 gpm.
4. Feed Rate. Determined as:
Feed Rate(lbs/hr) = Feed gallons/100 x %TS x 8.34 lb/gal Hours of Operation
Criteria 2, 3 and 4 will be used to compare the polymer products. Final selection from those products with acceptable performance characteristics will be based on Criteria 1.
Hockanum River Wastewater Treatment Facility staff will assist the bidder with sludge pumping and polymer feed connections. The bidder is responsible for overseeing the operation of the centrifuge, rotary drum thickener, and polymer feed system(s). Each bidder will utilize the same centrifuge, rotary drum thickeners, and polymer feed system during the trial period.
The performance trial shall consist of one (1) complete day of sludge dewatering and thickening.
Bidders may visit the site to become familiar with equipment and polymer feed systems. The proposed trial date shall not be rescheduled unless the facility experiences equipment failure.
The sampling program for the performance trial will be as follows:
1. Sludge feed samples will be taken every hour from the start of thickening and dewatering. Each
100-ml sample shall be obtained from the sludge feed pumps. The hourly grab samples will be combined and the composite analyzed for solids content. A total of five (5) grab samples will be required.
2. Filtrate samples will be taken every hour from the start of thickening and dewatering. Each
100-ml sample will be obtained from the filtrate discharge boxes. The hourly grab samples will be combined and the composite analyzed for solids content. A total of five (5) grab samples will be required.
3. Dewatered sludge and thickened samples will be taken every hour from the start of thickening and dewatering. Each grab sample will be analyzed for total solids and the results of the five (5) samples averaged. The average dry solids content will be the value used for bid evaluation.
4. The bidder will be responsible for obtaining the representative grab samples described above and compositing the samples in bidder supplied containers.
5. Samples will be transported by the Town to Phoenix Laboratory for analysis of the samples.
Sample analysis results shall be emailed to Michael Emond within 7 days of analysis.
The bidder shall supply the polymers required for the performance trial at no cost to the Town of Manchester.
The Town will verify performance trial test results of any and all bidders as it deems necessary. The quantity of polymer required for such verification will be purchased at the bid price from any and all suppliers. Three (3) days of thickening and dewatering shall be used to verify all test results.
As necessary, the supplier will be requested to provide a service commitment in order to optimize the performance of the polymer dosage. This service may be requested up to once per month. This service commitment may be incorporated into the performance cost figure or listed separately as a consultation agreement fee. Failure to meet the consultation commitment of the bid will provide grounds for program termination.
If, for any reason, the gallons of polymer per dry ton increases 20% or more above the bid dosage for a period of time equal to or greater than 90 days, the Town reserves the right to deduct the cost of this additional polymer from payments due the supplier.
Contract Award
The Town of Manchester reserves the right to award each polymer to separate bidders or combined to one bidder. If bidders wish to offer a discounted price to the Town for a combined award, they may do so under the bid alternate for a combined award on the proposal page.
Contract Term and Price Adjustment
The contract period will be for two (2) years from the date of award for polymer as needed during this period. The bid price shall remain firm for this period. After the initial two (2) year period, the new contract may be extended on an annual basis by mutual agreement up to four (4) additional years.
For each subsequent year extension of the contract, the price of polymers shall be adjusted. The price adjustment shall be equal to the percentage increase or decrease in the U. S. Bureau of Labor and Statistics Producer Price Index, Commodity Data not seasonally adjusted, chemicals and allied products, plastic resins and material, WPU066. The adjustment will be made using the published index on the anniversary date of the contract.
