The scope includes Annual Base Enterprise Plan licenses with 5,000 responses per poll, 50 users, unlimited polls, and a dedicated Customer Success Manager. TxDOT makes no guarantee of minimum quantities or exclusive procurement rights and reserves the right to obtain products and services from other sources during the contract term.

Respondents must register through the Euna Procurement system at https://txdot.bonfirehub.com and be listed on the Texas Comptroller of Public Accounts' Centralized Master Bidders List. Responses must include pricing schedules, execution of offer, Texas Family Code schedule, acknowledgment of addenda, approach to work, assumptions schedule, exceptions schedule, and minimum three references demonstrating similar services completed within the past five years. Successful respondents must comply with TxDOT's Low security baseline with Sensitive Overlay requirements and submit a completed TxDOT Security Questionnaire, Volunteer Product Accessibility Template, and Policy Driving Adoption of Accessibility Vendor Assessment within seven business days of request. No HUB subcontracting plan or DBE attachments are required. Performance and payment bonds are not applicable. Payment will be made within 30 calendar days of receipt of a correct invoice. Questions are due September 3, 2026; TxDOT will post responses by September 9, 2026. The tentative contract award date is September 25, 2026.
